An Phu Interchange Project, Ho Chi Minh City unlikely to be completed by the end of 2025

The An Phu intersection construction project, even if accelerated at the highest level, will only be basically completed by June 2026, and cannot be completed by the end of 2025 as directed by the Chairman of the Ho Chi Minh City People's Committee.

The Ho Chi Minh City Traffic Construction Investment Project Management Board (abbreviated as the Traffic Board) has just sent a report to the City People's Committee on the progress of completing the An Phu Interchange Project, after the Chairman of the City People's Committee requested the Project to be completed by the end of 2025.

According to the report, currently construction packages such as XL5 (HC1-01 underpass), XL7 (Ba Dat bridge), XL8 (Giong Ong To bridge) have been 90-95% completed.

For package XL6 (HC1-02 underpass), 73% of output has been achieved and is expected to be completed in January 2026. Meanwhile, package XL11 (N2 overpass) is currently 55% complete and will be completed in December 2025.

As for package XL10 (overpass branches N3, N4), branch N3 is expected to be operational from April 30, 2026, the remaining branch will be open to traffic before June 30, 2026.

Package XL12 (overpass branches N1.1 and N1.3) is currently only 17% complete and the Transport Department has proposed a completion date of June 2026 instead of the end of 2026.

Particularly, the XL13 package (N1.2 overpass branch) has the lowest output of only 12%, and is currently suspended. Therefore, the completion progress depends entirely on the progress of handing over the 22,012m² land plot on Luong Dinh Cua Street.

If the site is handed over before February 28, 2026, this package is expected to be completed in September 2026.

Thus, the entire An Phu Interchange Project is unlikely to be completed by the end of 2025 as directed by the Chairman of the Ho Chi Minh City People's Committee and the Resolution of the People's Council.

After reviewing the progress of the bidding packages, the Traffic Department will implement a series of solutions to speed up the progress such as: adjusting the design; increasing the construction equipment and manpower to "3 shifts, 4 crews"; transferring the volume, terminating the contract with the delaying contractor...

To speed up the project's progress, the Traffic Committee proposed that the City People's Committee allow the application of a mechanism to directly appoint a new contractor to replace the contractor whose contract was terminated.

For the 22,012 m² land plot on Luong Dinh Cua Street, the Traffic Committee recommended that the City People's Committee direct relevant departments to focus on handling the matter thoroughly to hand over the site to the construction contractor.

Despite applying a series of solutions to speed up progress, according to the calculation of the Traffic Department, the Project will basically be completed in June 2026, except for the N1.2 overpass branch due to dependence on site handover.

An Phu traffic intersection is the intersection of 3 main traffic routes including Ho Chi Minh City - Long Thanh - Dau Giay Expressway, Mai Chi Tho Street, and Hanoi Highway.
Due to the large volume of traffic on these three routes, traffic jams often occur at the intersection at An Phu.
The An Phu traffic intersection project started construction at the end of 2022 with a total investment of VND 3,408 billion.
According to the original plan, the Project would be completed before April 30, 2025. However, due to slow progress, the Project's completion date was postponed to the end of 2025, but this plan is also difficult to achieve.
