Million-dollar square project extension still difficult to reach the finish line

Construction started in September 2022 and has been extended, but the Dam Ha 28/1 District Central Square project ( Quang Ninh ) on an area of ​​5.23 hectares, worth over 158 billion VND, is still in disarray, making it difficult to reach the finish line as planned.

Construction is slow and unfinished

In late October 2024, Giao Thong Newspaper reporters went to the construction site of the 28/1 Central Square project in Dam Ha district and noted that the entire construction site had only one bulldozer and a truck carrying materials from the outside.

Mr. L, the owner of an apartment next to the project construction site, said: People are looking forward to the completion of this project so they can have a place to sightsee, exercise, and walk around... However, for more than two years, we have only seen the project being constructed slowly and unfinished, causing rocks and soil from the project to flow out, affecting traffic, fields, and gardens...

In fact, many items in the project are unfinished. Typically, the road leading to the center of the square, according to the design, has an area of ​​6,510m2 and is still in the process of leveling and compacting. The lake area and flower garden are only partially built, with grass growing in between.

The highlight of the Square project is the 8.8m high, 3.1m wide relief with a total area of ​​695m2, which has only completed the rough construction.

Other items such as sales kiosks and equipment installation have not been implemented yet. Most construction items in the project are lacking in workers and equipment.

Difficult to ensure progress after extension

The Dam Ha District Central Square Project 28/1 is invested by the District Construction Investment Project Management Board (PPMB) with a total capital of 145.44 billion VND, after adjustment to 158.4 billion VND.

The project is built on an area of ​​5.23 hectares, located on Le Luong Street, Dam Ha Town. Items include: Square area, green park and landscape lake, technical infrastructure.

In particular, the central square alone has an area of ​​nearly 18,031 square meters, designed with 1 floor, 3.6 meters high, with a yard, parking lot, fountain, relief, lighting, LED screen...

The completed project will create a unique complex of buildings, attracting tourists to visit, creating the basis for forming an urban area with modern architectural space and landscape.

According to the decision, the project must be completed by September 2024. However, due to the unsatisfactory construction progress, on August 19, 2024, the People's Committee of Dam Ha district decided to adjust the implementation time to December 31, 2024.

However, up to now, the project has reached over 60% of the contract volume, disbursed 95,445/158,466 billion VND, reaching over 60%...

Explaining the reason for the current slow progress of the project, a leader of the Dam Ha District Construction Investment Project Management Board said it was due to a lack of filling materials. To carry out the project, about 20,000 cubic meters of soil were needed for filling. However, due to many reasons, while the project was underway, the mine expired, so the extension procedure had to be carried out, slowing down the progress.

Along with that, the recent storm No. 3 also affected the project's progress.

It will cost about 16 billion VND to complete this relief, but the project was only approved for about 4 billion VND, so the investor is struggling to find socialized sources.

In addition, a problem that arose in the project was the funding to complete the relief. During the project approval process, the investor only calculated the rough part of the relief with a budget of about 4 billion VND. However, when implementing the work, according to the latest calculations, to complete this relief, it would take about... 16 billion VND.

Talking to Giao thong Newspaper, a leader of Dam Ha district's functional agency said that the investor plans to mobilize social resources to cover the additional costs of the relief. Currently, the first step of the relief's architectural competition has been completed and the people to carry out the second step have been selected.

"It is expected that in early November, the district will arrange a meeting to mobilize social resources. However, there are few businesses in the area and they suffered heavy damage after storm No. 3, so it is very difficult to mobilize 12 billion VND. And so, we do not know when this relief will be completed," informed the leader of the professional agency of Dam Ha district.
