The National Assembly allows the use of 60,000 billion VND of accumulated funds for salary reform of the central budget and 50,619 billion VND from the remaining local budget to transfer to the 2025 budget arrangement, implementing a basic salary of 2.34 million VND/month.
On the afternoon of December 4, the Office of the National Assembly announced that National Assembly Chairman Tran Thanh Man signed a Resolution on the allocation of the central budget for 2025. Specifically, the National Assembly resolved that the total central budget revenue for next year will be 1,020,164 billion VND. Meanwhile, the total local budget revenue will be 946,675 billion VND.

The National Assembly also allowed the use of 60,000 billion VND of accumulated funds for salary reform of the central budget and 50,619 billion VND of surplus funds from local sources, transferred to the 2025 budget arrangement of ministries, central and local agencies to implement the basic salary level of 2.34 million VND/month. Along with that, the National Assembly also decided that the total central budget expenditure in 2025 is 1,523,264 billion VND. For agencies and units with special financial and income mechanisms at the central level, the National Assembly allowed the arrangement of expenditures to ensure salaries, allowances, and contributions according to the specific tasks of the agencies and units (except for the State Bank of Vietnam and Vietnam Social Security). In the implementation organization, after the competent authority decides to amend or abolish the financial mechanisms and special income, based on the provisions of law, the Government decides on issues under its authority regarding the adjustment of the budget estimates of these agencies and units, and synthesizes the report to the National Assembly at the nearest session. The National Assembly requires tightening financial discipline, strictly handling violations, obstacles that slow down the progress of capital allocation, implementation, and disbursement; individualizing the responsibility of the head in case of slow implementation and disbursement, associated with the assessment of the level of completion of assigned tasks. For the revenue from lottery activities, it is necessary to use it for development investment; prioritize investment in the fields of education - training and vocational education, and the health sector; the remaining part is prioritized for implementation of other important and urgent development investment tasks that are subject to investment of the local budget. The National Assembly also requested to spend 5,307 billion VND, equivalent to 85% of the revenue from administrative fines for road traffic safety and order, for the Ministry of Public Security to spend on ensuring traffic safety and order; spend 936.5 billion VND in targeted supplements to the local budget to support the implementation of the task of ensuring traffic safety and order in localities.
