Ea Kar (Dak Lak): Policy credit activities at commune transaction points are effective

As scheduled, on the fixed transaction date every month, the staff of the Ea Kar District Social Policy Bank Transaction Office are present at the Transaction Points in communes and towns to perform assigned tasks. Every month, the Ea Kar District Social Policy Bank Transaction Office organizes 16 transaction sessions in 16 communes and towns. Here, the staff of the Transaction Office, together with the political organizations of the communes and wards, disseminate, propagate and publicize preferential credit policies for poor households, near-poor households and other policy beneficiaries; receive loan applications, disburse, collect debts, collect interest, collect savings, and carry out debt settlement procedures.

Ms. H Wien Nie (born in 1979, Mhang village, Cu Hue commune, Ea Kar district), said that on October 11, she went to the Transaction Point of the Ea Kar District Social Policy Bank Transaction Office in Cu Hue commune to complete the loan disbursement procedures of 50 million VND. During the transaction, Ms. H Wien was informed by the staff of the Ea Kar District Social Policy Bank Transaction Office about the loan interest rate, loan term, rights and obligations of the borrower...

Accordingly, her family was able to borrow capital under the "Loan for Newly Poverty-Escaped Households" Program, with a loan term of 5 years and an interest rate of only 8.25% per year, with monthly interest payments and principal payments every 6 months. The procedures at the transaction point were carried out easily and quickly with the enthusiastic support of the staff.

Previously, on September 25, 2024, Mr. Ninh Van Nhay in village 22, Cu Bong commune, Ea Kar district also went to the Mobile Transaction Point of the Ea Kar District Social Policy Bank Transaction Office in Cu Bong commune to pay interest on a loan of 50 million VND, borrowed under the Program "Loan for production and business households in difficult areas".

Mr. Nhay shared: “The Cu Bong commune mobile transaction point is located right in the center of the commune, with a specific transaction schedule and fully equipped facilities, which has helped his family and other households save time and costs when making transactions, such as: disbursing capital, paying interest, paying principal, making savings deposits, etc. In addition, on the notice boards, information about preferential credit programs is presented clearly and in detail, making it very convenient for people to check and monitor.”

Director of the Ea Kar District Social Policy Bank Transaction Office Pham Van Anh said that before each mobile transaction session in communes and towns, the transaction teams in each commune hold meetings with the entrusted socio-political organizations and the leaders of the savings loan groups to evaluate the results of the previous month's tasks, remove difficulties and obstacles in the transaction process, and ensure the rights of borrowers. Thanks to that, the quality of credit activities at the mobile transaction points of the Ea Kar District Social Policy Bank Transaction Office has been increasingly improved.

Thanks to the effective promotion of the Commune Transaction Points, poor households and policy beneficiaries in Ea Kar district have had the opportunity to access preferential capital sources from the State to invest in production development, create jobs, increase income and improve the quality of life.

As of October 31, 2024, the total outstanding policy credit balance reached VND 660,145 billion (an increase of VND 51,097 billion compared to the beginning of the year). From the beginning of 2024 to now, the Ea Kar District Social Policy Bank Transaction Office has disbursed VND 169,097 billion to 3,613 households borrowing capital at transaction points in communes and towns (accounting for 99.62% of the district's total disbursement); the debt collection amount is VND 126,224 billion.

In the coming time, the Ea Kar District Social Policy Bank Transaction Office will continue to strictly and strictly comply with credit business procedures, analyze and promptly handle overdue debts. At the same time, it will further train the knowledge, professional skills and communication skills of the unit's officers and employees, thereby further improving the quality of service to the people.

In addition, preside over and coordinate with entrusted socio-political organizations to strengthen inspection and supervision of borrowers on the proper use of loans, in order to effectively manage and use preferential capital from the State, thereby contributing to the local government's active implementation of poverty reduction and social security work in the district.

Mr. Pham Van Anh, Director of the Transaction Office of the Social Policy Bank of Ea Kar District, said that the unit is currently implementing 18 preferential credit programs in the area (of which 13 programs are currently lending and 5 programs have stopped lending), with a total outstanding debt of 660.145 billion VND with 14,331 households receiving loans. Transaction points at the commune and town levels have created conditions for poor households, near-poor households and other policy beneficiaries to access preferential policies and reduce costs. Whether it is a sunny day, a rainy day, a day off or a holiday, wherever there are poor households, near-poor households and policy beneficiaries, there are "footprints" of the Social Policy Bank staff.

In 16/16 communes and towns, 16 transaction points have been organized, the commune transaction session is held on a fixed day every month, at least once a month (including Saturdays and Sundays), carrying out transactions of disbursement, debt collection, interest collection, savings collection and disbursement... receiving documents on lending operations, debt handling operations and other related documents; receiving and processing information, feedback from customers; transacting with the head of the savings and loan group; organizing meetings with the units receiving the trust at the commune level, savings and loan groups; directly checking with customers coming to transact about loan balance, remaining interest, deposit balance; publicly posting the list of borrowers, new documents on policies and regimes; explaining, guiding, propagating to borrowers, the State's credit policy and procedures, business processes of the Social Policy Bank, Director of the Social Policy Bank Transaction Office of Ea Kar district, Pham Van Anh, added.
