Over the years, studying and following Uncle Ho's ideology has brought about practical results, helping the work of Party committees and authorities at all levels to "get close to the people" more effectively.
Listen and promptly resolve people's problems
One of the solutions to promote following Uncle Ho's ideology of respecting and being close to the people is to properly implement the regulations on dialogue between the heads of Party committees and authorities with the people.
This is an opportunity for the Party Committee and the government to directly listen to the people's thoughts, aspirations, opinions and recommendations on mechanisms, policies and problems arising in the implementation process at the grassroots level.
Reality in Hanoi shows that the contact and dialogue between leaders of Party committees and authorities with the people are included in the work programs of Party committees and authorities at all levels, in which the time, location, content are clearly defined and the topics and components of the dialogue are increasingly expanded.
During the dialogues, many issues were mentioned, from land issues, environmental pollution, to administrative reform, policies related to facilities, etc. The dialogues on the one hand promptly resolved arising problems, at the same time, the Party committees and authorities at all levels could clearly see what issues people were concerned about in order to adjust policies accordingly.
In 2024, in Chuong My district, through contact and dialogue with the people, many pressing issues of people's livelihood were promptly clarified, to promote resolution such as investment in irrigation works, dykes, cultural houses, domestic waste transfer points, speeding up the progress of auctioning residential land use rights, disbursing public investment capital and speeding up the progress of project implementation, site clearance, especially the project to improve and upgrade National Highway 6, Ba La - Xuan Mai section...
In Thuong Tin district, traffic issues, granting of land use right certificates; solutions to deal with the erosion of the Nhue River dike; handling flooding in industrial zones, especially Ha Binh Phuong industrial zone... are issues that the government discussed with the people through dialogue.
In Dong Da district, strengthening urban management and planning; reviewing and thoroughly handling illegal construction works; assigning responsibility to leaders for allowing violations to occur... are also issues that people convey to authorities at all levels through dialogue.
In many districts, thematic dialogues have been increased. For example, in Hoan Kiem district, for the first time, a thematic dialogue was organized between the Standing Committee of the District Party Committee and local workers and employees.
Solutions to overcome difficulties, obstacles, thoughts and aspirations of civil servants and workers were exchanged. This activity also innovated the mass mobilization work of the political system; promoted initiatives and creativity to encourage civil servants and workers to contribute their intelligence to the construction of the district.
According to the leaders of Tay Ho district, not only at the district level, in 2024, 8/8 wards in the area successfully organized 15 dialogue conferences between the heads of Party committees and ward authorities with the Vietnam Fatherland Front, socio-political organizations and the people.
Thereby, authorities at all levels have promptly recorded the thoughts, aspirations and opinions of the people; discovered problems arising from the grassroots to promptly resolve them, avoiding creating hot spots.
More creative models
Many creative models to connect the Party, the government and the people have been implemented to avoid the situation of "government being far from the people". The leaders of Hanoi City have also continuously issued documents and instructions requiring good implementation of receiving criticism and constructive comments from the people on management, administration, attitude and working style of cadres, civil servants, and public employees...
Along with that, it is necessary to strengthen the responsibility of leaders, focus on arranging and assigning competent officials with good public ethics to directly receive citizens, handle petitions and resolve complaints and denunciations; closely coordinate between units to completely resolve outstanding cases.
In particular, the application of information technology in connecting the government with the people has been enhanced. After the Zalo channel "Reflecting and recommending Hanoi City", the city has deployed the application Digital Capital Citizen (iHanoi) to create an important connection channel between the government with the people and businesses; receiving and handling feedback and recommendations from the people in a transparent, fast and effective manner.
Through this application, along with receiving information, people can reflect and make recommendations on inappropriate content from environmental pollution, traffic, and problems in the place where they live.
When talking about this issue, many experts believe that the main problem is that the leader has thoroughly recognized the importance of "listening to the people and telling them", which has helped to make "getting closer to the people" more effective. Because in reality, when people in authority contact and exchange with the people, it is also an opportunity to explain and propagate policies, laws, and to reconcile and prevent problems from afar.
Thereby, contributing to concretizing the mechanism of Party leadership, State management, and People mastery with the motto "People know, people discuss, people do, people inspect, people supervise, and people benefit", consolidating the close relationship between the Party, the government and the People.
