At the conference to promote public investment on September 17, Prime Minister Pham Minh Chinh requested to ensure 100% disbursement of public investment capital this year and improve investment quality.
The Prime Minister requested ministries, branches, and localities, especially their leaders, to have the highest responsibility in disbursing public capital, not allowing stagnation or "having money but not being able to spend it".
Government leaders require agencies to select contractors as committed, build progress critical paths and monitor weekly, and promptly replace substandard units.
Investors, project management boards, and contractors "brave the sun and rain" and "work in three shifts" to complete the progress. From there, promote public investment disbursement, ensure progress, improve project quality, and prevent negativity, corruption, and waste.
This year, the Government set a GDP target of 8.3-8.5%, in which public investment disbursement is one of the main drivers to achieve high growth. Nearly VND 884,560 billion of public capital to be disbursed in 2025 has been assigned by the Prime Minister to ministries, central agencies and localities since the beginning of the year.
According to the Ministry of Finance, in the first 8 months of the year, the whole country disbursed about 409,000 billion VND of public investment capital, reaching 46.3% of the plan assigned by the Prime Minister. This number increased by 5.9% in proportion and nearly 135,300 billion VND in absolute value compared to the same period last year.
The Prime Minister highly appreciated ministries, branches and localities that disbursed at the national average level or higher, making important contributions to socio-economic development results.
However, the Government leader said that public investment disbursement still has problems such as slow compensation, site clearance, resettlement, unsatisfactory supply of raw materials, and increased raw material prices compared to the time of bidding, leading to increased costs. Some localities are not proactive, still shirking responsibility, waiting in the process of arranging and organizing the apparatus...

By the end of August, 29 ministries, agencies and 12 localities had disbursement rates below the national average. 18 ministries and 30 localities had not yet allocated all the capital plan assigned by the Prime Minister, nearly 38,400 billion VND.
The Prime Minister criticized and requested these agencies to review and learn from experience, clarify the collective and individual responsibilities involved. These units must have solutions to increase disbursement, and this implementation is a criterion for evaluating staff and work completion results.
The head of the Government requested the allocation of all 38,400 billion VND of the assigned capital plan and units to review and transfer capital from slow-disbursing projects to good disbursement areas. The adjustment of the capital plan must be completed before September 20 and ensure the disbursement of all the additional amount. Ministries, branches and localities assign specific leaders in charge, monitor the disbursement of each project and evaluate the results.
In addition, 8 Government working groups continue to urge, remove difficulties, promote growth and disburse public investment.
