Responding to a question, Mr. Trinh Xuan An, a full-time member of the National Assembly's Defense and Security Committee, said this was the first time the National Assembly had acknowledged this issue in an official resolution.

Mr. An cited a resolution recently passed by the National Assembly, assessing that the situation of pushing, avoiding, and lacking responsibility of a number of officials and civil servants in performing public duties leads to stagnation in handling work, causing frustration in society.
