The City People's Committee assigned the Department of Natural Resources and Environment to take the lead, preside over, and coordinate with departments and branches; People's Committees of districts, towns, and cities to regularly inspect and handle violations related to the operation of construction material transit yards; review and guide the completion of documents for cases eligible for leasing land for construction material transit yard operations; resolutely request local authorities to clear up spontaneous and illegally operating construction material transit yards.

Advise the City People's Committee to issue regulations on auctioning the right to use riverside alluvial land to serve as a transit site for construction materials in the city, ensuring compliance with the provisions of the Law on Property Auction and the 2024 Land Law; completion date is October 2024.

The Department of Transport reviews, updates, adjusts and supplements the list of sand and gravel gathering and riverside construction material transit stations in accordance with regulations. Strengthens inspection of inland waterway wharf operations of organizations and individuals operating sand and gravel gathering and riverside construction material transit stations. Regularly inspects and strictly handles illegal inland waterway wharf operations, promptly prevents the illegal transfer of construction materials to storage sites.

Inspect and review the activities of sand and gravel gathering yards and riverside construction material transfer by organizations and individuals; handle violations according to the law on irrigation, dykes and natural disaster prevention and control during the rainy and flood season.

The City Inspectorate inspects, monitors, and urges the implementation of inspection conclusions on cases of management and use of riverside land as a transit site for construction materials in violation of the law on dikes in the city.

The City Police have increased the handling of violations at construction material transfer stations along the river, actively coordinated with the Police of neighboring provinces to prevent and combat crimes and violations of the law on illegal sand mining on riverbeds. Directed the District, Town and City Police to increase patrols, promptly detect, arrest and strictly handle owners of vehicles using boats to illegally dredge sand on the river, and gather sand and gravel at transfer stations.

People's Committees of districts, towns and cities shall strengthen inspection and review of sand and gravel gathering and riverside construction material transfer stations that do not meet operating conditions. Immediately implement a plan to enforce the clearance of construction materials at construction material storage sites of units operating illegally in the area...

The People's Committees of communes, wards and towns regularly inspect and handle violations in the activities of construction material transit yards in the area, not allowing the occurrence or recurrence of illegal construction material transit yards. Cancel documents in the form of contracts or other forms to allocate or lease land to organizations and individuals using riverside land that is in fact being used as illegal construction material transit and storage yards.
