Take planning as the foundation
Head of the Urban Management Department of Thanh Oai District Nguyen Ngoc Minh said that the goal from now until 2030 is to develop into a green, ecological district; harmoniously develop between urban and rural areas in the direction of constantly improving the quality of life for the people. Along with that, to concretize the orientations in the Master Plan for Hanoi Capital Construction to 2030 and vision to 2050, approved by the Prime Minister in Decision No. 1259/QD-TTg, the district is focusing on developing Thanh Oai district into an agricultural and service area to support the central urban area of the city, orienting economic development towards balance and sustainability.
Build rural areas that are close to urban criteria, promote traditional cultural values, build craft villages into cultural spaces to serve the development of eco-tourism, craft village tourism; rural agricultural models, experiential agriculture. By 2045, people in the district will have a high quality of life; economy, culture, and society will develop comprehensively.
Besides, Thanh Oai district is also determined and making efforts to build and strongly develop the system of infrastructure framework for rural areas, to ensure the connection with urban development areas according to the Master Plan for Capital Construction and the orientation of research to adjust the overall master plan for Hanoi Capital Construction.
According to Mr. Nguyen Ngoc Minh, this is the basis and important foundation for Thanh Oai district to organize the establishment of general planning for the construction of communes, detailed planning for the construction of 1/500 scale commune centers and rural residential areas, planning for the renovation of old residential areas to improve people's lives; planning for the construction of functional areas and technical infrastructure, controlling development and managing construction investment according to the planning. Developing management regulations according to the planning project as a legal basis for local government agencies to manage according to the planning...
In particular, Thanh Oai is a district in the Southwest of the city - a dynamically developing area; favorable investment environment; a gateway to the Southwest of the capital... Therefore, the district is oriented to become a modern ecological buffer zone for the central area of the city, with a modern urban space connected with ecological zones, combining craft villages, while developing diverse industries, services and urban functions, as well as protecting the value of landscapes and quality natural ecological environment.
For urban areas, the district conducts research on the connection with the planning and architectural criteria determined in the approved urban subdivision planning project S4. Meanwhile, for the green corridor area (GS), it is implemented according to the planning and architectural criteria determined in the GS urban subdivision planning project at a scale of 1/5000. Strengthen the expansion of urbanization rate and urban development to take advantage of regional connectivity and traffic advantages of the district, especially the Ring Road 4...
In addition, Thanh Oai district also takes into account the increased demand for technical infrastructure and social infrastructure for each development stage, determines the requirements for spatial organization for the urban system and main functional areas, and the system of infrastructure works within the planning scope for each specific stage.
Opportunity to break out
Sharing more about the planning work in the area, Ms. Nguyen Phuong, an expert of the Urban Management Department of Thanh Oai district, said that in recent times, the work of planning the district has been vigorously implemented by Thanh Oai on the basis of inheriting and absorbing approved plans. In particular, after the Hanoi People's Committee approved the planning task, the Thanh Oai District People's Committee actively participated in implementing the approval of the bidding plan and selected and signed a contract with a planning consultancy unit. Next, the Thanh Oai District People's Committee held a conference to report and ask for opinions from the city's departments, branches, and sectors; and the district's units as a basis for completing the planning project.
According to Ms. Nguyen Phuong, currently in the area, there is a detailed planning project for planning block K2, scale 1/500 of Kim Bai town, which has been approved for the detailed planning cost estimate and is waiting for capital arrangement to implement the next steps. Talking about difficulties and obstacles in planning work, experts from the Thanh Oai District Urban Management Department said that the research on the Thanh Oai District Regional Planning must be based on the orientation of the Capital Planning projects to 2030, vision 2065 and the adjustment of the Capital General Planning to 2045, vision 2065 to ensure inheritance and connectivity.
At the same time, the higher-level plans are also the basis for reviewing the planning and land use plans of Thanh Oai district. However, currently, the two projects of the Capital Planning to 2030, vision 2050 and the adjustment of the Capital Master Plan to 2045, vision 2065 have not been approved by competent authorities. This has more or less affected the progress of the construction planning project of Thanh Oai district.
To partly solve this problem, the district recommends that competent authorities promptly approve the Capital Planning to 2030, vision 2050 and the project to adjust the Capital Master Plan to 2045, vision 2065, as a basis for implementing and completing planning orientations in lower-level planning projects, specifically the Thanh Oai District Construction Planning to 2030, vision 2050. In addition, Thanh Oai District also requests competent authorities to update and supplement the list of urban planning projects of the K1 detailed planning project, scale 1/500 of Kim Bai town with a scale of 100.94 hectares, as a basis for planning management in the area.
With detailed planning projects, district construction planning, in line with the city's major planning, especially planning that opens up the inherent advantages and potentials, Thanh Oai district determines that planning will be a "golden opportunity" to make a breakthrough in the coming time. In particular, these plans are closely linked to the approved land use planning. All have been and are creating a solid foundation for Thanh Oai to transform itself, build and develop the district into a green, ecological, livable urban area of the Capital.
Currently, the Thanh Oai District Construction Planning Project to 2030, with a vision to 2050, has basically completed its documents. After the Capital Planning Project to 2030, with a vision to 2050 and the adjusted Capital Master Planning Project to 2045, with a vision to 2065 are approved by competent authorities, the Thanh Oai District People's Committee will update the district master planning project and send it to the City People's Committee, departments and branches for comments and complete the documents to submit to competent authorities for approval.
