On the morning of May 9, the Supervisory Delegation of the Provincial People's Council's Legal Committee, led by Comrade Nguyen Ngoc Tien, Standing Committee Member, Head of the Provincial Party Committee's Internal Affairs Committee, Head of the Provincial People's Council's Legal Committee, had a session to supervise the implementation of legal provisions in State management of a number of conditional investment and business sectors and professions on security and order at the Provincial Police from 2021 to 2023.

According to the report, in Thanh Hoa province, there are 13/22 business groups with operating business establishments, with a total of 3,839 business establishments with security and order conditions granted certificates of eligibility under the management authority of Thanh Hoa Police. Of which, there are 1,326 accommodation service businesses; 687 karaoke service businesses; 381 pawnshop service businesses; 163 businesses using industrial explosives...

The situation of law violations and criminal activities occurring in business establishments with security and order conditions is still complicated, with some operating without full licenses and certificates as prescribed, or violating during the business process, or allowing subjects to take advantage of criminal activities and law violations. Through inspections from 2021 to 2023, the Provincial Police discovered 2,157 violating establishments with a total fine of 10.9 billion VND.

At the working session, members of the monitoring delegation and relevant agencies discussed and analyzed the situation, and clarified the responsibilities of each agency, thereby proposing coordination solutions to improve the effectiveness of state management of a number of industries and professions with conditional investment and business conditions on security and order.

Concluding the working session, Mr. Nguyen Ngoc Tien, Head of the Provincial Party Committee's Internal Affairs Committee and Head of the Provincial People's Council's Legal Committee, highly appreciated the state management of conditional investment and business sectors and professions on security and order by departments, branches, sectors, and People's Committees at all levels in the province, in which the Public Security force has promoted its core role, performed well in advising the Provincial People's Committee to deploy and propose many solutions to prevent and effectively combat acts of taking advantage of conditional investment and business sectors and professions to commit crimes and violate the law.

Pointing out a number of shortcomings and limitations in the management work of functional agencies, the Head of the Provincial Party Committee's Internal Affairs Committee and Head of the Provincial People's Council's Legal Committee suggested that in the coming time, Party committees, authorities, sectors and functional agencies continue to strengthen the dissemination of the Party's guidelines and regulations, the State's policies and laws on ensuring security and order in general, including state management of investment and business sectors with conditions on security and order; thereby clearly defining the responsibilities of Party committees, authorities, levels, sectors, localities and units.

Continue to pay attention to propagating and disseminating laws in this field so that people and businesses participating in investment and business activities have the conditions to clearly understand and comply with legal regulations.

For the Provincial Police and districts, it is necessary to advise the Provincial People's Committee to direct functional branches to strengthen the management of business licensing and reform administrative procedures to serve the people and businesses. Further improve the effectiveness of inspection, examination and post-inspection work, focusing on surprise inspections, timely detection and handling of violations; at the same time, improve the effectiveness of crime prevention measures, law violations, and combating all types of crimes, especially drugs, black credit, human trafficking and gangs.

For relevant departments and branches, it is necessary to strengthen coordination, correctly identify conditional production and business establishments, and prevent distortions during operations; at the same time, improve the effectiveness of specialized inspection work and strengthen coordination mechanisms in state management of this field.

Regarding the recommendations of the Provincial Police, especially legal problems and sanctions for certain professions, the monitoring team will receive them to synthesize and report to the Provincial People's Council.
