Responding to the question of delegate Tran Kim Yen, Minister of Home Affairs Pham Thi Thanh Tra said that in the recent period and in line with the Party's policy on restructuring the apparatus and streamlining the payroll, the entire political system has made great efforts and had initial successes in restructuring the apparatus and streamlining the payroll.

"However, in practice, in the recent period, many localities have reduced the number of civil servants receiving salaries from the state budget, but have completely cut the payroll. Therefore, there is a shortage of people working in public service units, especially in the education sector. The Minister of Home Affairs believes that, in particular, the education sector has its own characteristics. Therefore, the ongoing shortage of regular teachers is a practical problem," said Ms. Tra.

To solve the problem as the delegate's opinion stated, the Minister of Home Affairs emphasized that some solutions need to be unified in terms of awareness. For civil servants, it is necessary to focus synchronously and drastically to reduce the number of civil servants receiving salaries from the state budget but still ensuring the number of people working for public service units; that is, promoting autonomy, how to socialize, reduce the number of civil servants receiving salaries from the state budget.

Regarding the education sector, Minister Pham Thi Thanh Tra said that it is necessary to focus on perfecting a number of institutional systems. First of all, the Ministry of Education and Training should review and reconsider. And in the near future, the Law on Teachers will be issued to have solutions to ensure the most basic issues in ensuring the life, quantity and quality of the activities of educational institutions.

"In the immediate future, urgently amend Circular 06 and Circular 11 on teacher and student standards in the classroom. At the same time, amend Decree 81 to ensure the implementation of fee collection for all educational institutions, from kindergarten to university. And urgently review to have instructions to review and rearrange the appropriate school scale," Ms. Tra stated.

In response to this question, Minister of Home Affairs Pham Thi Thanh Tra said that currently, in reality, there are a number of state management agencies but the payroll of civil servants, belonging to blocks such as management, forest rangers of national parks, traffic inspectors, veterinary husbandry, animal quarantine. This has existed since before the completion of the law on cadres, civil servants and public employees. The total number of these civil servants, as of December 31, 2022, is 7,191 people.

When reporting to the Steering Committee on payroll management, the Ministry of Home Affairs reported this situation as a historical existence, and it is necessary to convert the position of civil servants into public employees to ensure rights and benefits for these subjects.

After the 4th Session, the Ministry of Home Affairs reported to the Government Party Committee to report to the Central Steering Committee on staff management. Currently, the Central Steering Committee is considering transferring these officials, who are performing state management functions, to return them to civil servants and properly implement policies for these subjects.

In the near future, the Ministry of Home Affairs will also propose to the Central Steering Committee on payroll management to quickly resolve the issue to ensure the implementation of salary policy reform for civil servants performing state management tasks.
