The 19th Northern Midlands and Mountainous Region Science and Technology Conference in 2024

Vice Chairman of Cao Bang Provincial People's Committee Trinh Truong Huy said that the conference was an opportunity for 14 provinces in the region to evaluate the results of science and technology activities and innovation in the region and each locality; continue to propose tasks and solutions to promote research and application of science and technology associated with production and life practices, contributing to the development of agriculture and rural areas.

In the 2022 - 2024 period, the provinces in the Northern Midlands and Mountains region have focused on implementing tasks and solutions with the goal of making science, technology and innovation an important driving force to promote economic growth and maintain social stability. The total budget for science and technology allocated by the Central Government for 14 provinces in the region is over 869 billion VND; the budget approved by the People's Committees of the provinces is over 1,000 billion VND.

The total development investment budget proactively allocated by the provincial People's Committees for science and technology is over 125 billion VND; the budget mobilized from outside the budget is over 590 billion VND. The whole region has 86 national science and technology tasks with a total implementation budget of over 636 billion VND; localities in the region have deployed 494 new provincial science and technology tasks. Localities in the region have received 3,049 applications for protection; 1,509 protection certificates have been granted; guiding licensing documents for 882 facilities using radiation equipment; assessing and licensing 745 facilities that meet radiation safety standards...

However, the region's science and technology activities still have some limitations in terms of not being able to balance the budget, leading to very low funding for science, technology and innovation, not meeting actual needs. There is no strong enough solution to mobilize more social resources to invest in science and technology development. The material and technical facilities of science and technology organizations are still lacking, not synchronized, and do not meet the requirements for implementing large tasks that require high technology. In addition, the quality of highly qualified human resources and leading experts is still lacking and weak; the science and technology market still has many barriers, obstacles, and bottlenecks...

Delegates focused on exchanging and evaluating advantages, difficulties, and obstacles; sharing lessons learned and good practices of localities. Delegates discussed key tasks and specific solutions in implementing the plan for science, technology, and innovation development of each locality and the whole region for the period 2024 - 2026.

Delegates proposed solutions to improve the innovation index, improve the production and business environment, enhance national competitiveness according to the Government's direction; perfect institutions and policies on science, technology and innovation, and improve the effectiveness and efficiency of state management in the field of science and technology in the Northern Midlands and Mountains.

Deputy Minister of Science and Technology Hoang Minh suggested that localities in the region continue to improve the effectiveness and efficiency of management, promote the development of science and technology and innovation in the locality. Along with that, it is necessary to increase investment in potential, facilities, technical infrastructure, improve the quality of human resources in science and technology to meet the requirements of implementing tasks serving socio-economic development; effectively use the budget allocated for activities and mobilize maximum social resources for the development of science and technology and innovation in the locality.

On this occasion, the People's Committee of Cao Bang province held the closing ceremony of the first Cao Bang Innovation and Startup Festival in 2024 and the Award Ceremony of the first Cao Bang Innovation and Startup Competition in 2024.
