Special policy for teachers in Ho Chi Minh City
Currently, the income of public teachers in Ho Chi Minh City is quite high. In addition to salaries and benefits according to state regulations, teachers also receive additional income according to the resolution of the City People's Council to pilot a number of special policies and mechanisms.
Seven years ago, the Ho Chi Minh City People's Council issued Resolution 03 regulating the payment of additional income for officials, civil servants, and public employees in the state management sector, political organizations, socio-political organizations, and public service units managed by the city.
In 2018, the income adjustment coefficient to implement the special mechanism at each unit is a maximum of 0.6 times compared to the salary according to the rank and position. This salary level includes the salary increase according to the Government 's roadmap.
In 2019, the income adjustment coefficient to implement the special mechanism at each unit is a maximum of 1.2 times compared to the salary according to the rank and position.
In 2020, the income adjustment coefficient to implement the specific mechanism at each unit is a maximum of 1.8 times higher than the salary according to rank and position.
After that, the People's Council of Ho Chi Minh City passed Resolution 08/2023/NQ-HDND regulating the payment of additional income according to Resolution 98/2023/QH15 on piloting special mechanisms and policies for the development of Ho Chi Minh City (effective from September 29, 2023). In which, it is stipulated that for the last 5 months of 2023, the subjects will be paid additional income according to the coefficient based on the salary level according to the grade, rank, and position: The maximum coefficient of additional income payment is 0.8 times compared to the salary level, rank, and position.
According to Resolution 185/2023 issued by the Ho Chi Minh City People's Council on the state budget revenue and expenditure estimates for 2024, the maximum additional income coefficient applicable for 2024 is 1.5 times higher than the salary scale and position.

Most recently, Resolution 27/2025/NQ-HDND issued on August 28, 2025 stipulates that additional income expenditure is a maximum of 1.8 times the salary scale, rank, and position.
How to calculate additional income for teachers in Ho Chi Minh City
Additional income/month = (Salary coefficient + Position allowance coefficient if any) x 2,340,000 VND (basic salary) x 1.8 (additional income coefficient).
Of which 2,340,000 VND is the basic salary effective from July 1, 2024.
With this calculation, a grade III preschool teacher who completes his/her tasks excellently will have an additional income of from 8.85 million VND/month (level 1, coefficient 2.1) to 20.5 million VND/month (level 10, coefficient 4.89).
A grade II preschool teacher who completes his/her tasks excellently will have an additional income of 9.85 million VND/month (level 1, coefficient 2.34) to 20.9 million VND/month (level 9, coefficient 4.98).
Grade I preschool teachers who complete their tasks excellently will have additional income from 16.8 million (grade 1, coefficient 4) to 26.87 million (grade 8, coefficient 6.38).
Meanwhile, for primary, secondary and high school teachers with grade III qualifications who complete their tasks excellently, their additional income will be from 9.85 million VND/month (level 1, coefficient 2.34) to 20.9 million VND/month (level 9, coefficient 4.98).
Primary, secondary and high school teachers, grade II, who complete their tasks excellently, will have additional income of 16.8 million VND/month (level 1, coefficient 4) to 26.87 million VND/month (level 8, coefficient 6.38).
Primary, secondary and high school teachers, grade I, who complete their tasks excellently, will have an additional income of 18.5 million VND/month (level 1, coefficient 4.4) to 28.5 million VND/month (level 8, coefficient 6.78).
Policy implementation time
The policy of spending additional income according to Resolution 27/2025/NQ-HDND is implemented from July 1, 2025 until the end of the pilot period of Resolution 98/2023/QH15. Additional income in Ho Chi Minh City is spent quarterly (every 3 months).
Thus, from the third quarter of 2025, teachers in Ho Chi Minh City will receive additional income according to the new coefficient. Currently, schools are waiting for specific instructions from the city to calculate the additional income for this quarter.
