Maintain initiative, forecast accurately and effectively carry out national defense and security tasks

On the morning of December 26, the Provincial People's Committee held a conference to review national defense and security work in 2023 and deploy tasks for 2024.

Comrades: Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Colonel Nguyen Cong Luc - Commander of the Border Guard Command; Colonel Le Van Thai - Deputy Director of the Provincial Police; Colonel Hoang Dinh Luan - Deputy Commander of the Provincial Military Command co-chaired the conference.

On the side of Nghe An province, there were comrades: Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Vo Thi Minh Sinh - Member of the Provincial Party Standing Committee, Chairman of the Provincial Fatherland Front Committee; leaders of the Provincial National Assembly Delegation, the Provincial People's Council Standing Committee, Party committees, departments, branches and 21 districts, cities and towns.

MAINTAINING REGIONAL STABILITY, SERVING SOCIO-ECONOMIC DEVELOPMENT

In 2023, in the context of many difficulties and complications, Nghe An province has directed and implemented many policies and solutions to ensure national defense and security, contributing to maintaining political stability, protecting the Party, State, government and people, creating a peaceful and stable environment for socio-economic construction and development in the province.

Effectively implement the work of propaganda and dissemination of laws; continue to promote the movement to build an increasingly effective national defense, people's security and people's border defense, with many good models and creative approaches.

Localities and units have strengthened quality grassroots democratic dialogue activities, thereby helping Party committees and authorities promptly grasp the situation, direct and coordinate to resolve emerging issues. Directing the organization of military recruitment and assignment to achieve 100% of the target, with 3,377 young men enlisting in the Army and Police.

Continuously improve the fighting strength of the armed forces, build political and spiritual potential, national defense and security potential. Direct the focus on improving the quality of training and exercises for subjects close to the requirements of the mission. Grasp the situation, direct the grassroots units to prepare well the "4 on-site" plan, regularly supplement forces, means, and conditions to ensure good service for natural disaster prevention, search and rescue.

Direct and resolutely implement measures to firmly protect national security in all situations, prevent sudden and unexpected incidents, and prevent the formation of "hot spots" and complications in security and order. Continue to promote prevention, strengthen the fight against and effectively suppress all types of crimes, and reduce social order crimes by 7.1% compared to 2022.

Maintain good implementation of state management measures on national defense and security. Effectively and qualitatively implement Project No. 06 of the Government. Direct the synchronous and drastic implementation of many solutions to ensure traffic order and safety in the area; in particular, launch many peak periods, deploy many key and continuous topics, especially the topic of controlling and handling violations of alcohol concentration.

Regularly coordinate in the fight against crimes and violations of the Vietnam-Laos border regulations agreement, contributing to the management and firm protection of national border security and sovereignty, and promoting the special friendship between the people on both sides of the border.

MAINTAIN AN INITIAL POSITION, SOLVE COMPLEX PROBLEMS WELL

Speaking at the conference, Colonel Doan Xuan Buong - Deputy Political Commissar of Military Region 4 emphasized that in 2023, Nghe An province has performed well in national defense and security tasks, continuing to build and consolidate the national defense posture, associated with the People's Security and People's Border Guard posture. Thereby, maintaining political stability, social order and safety, creating conditions for socio-economic development.

In 2024, Deputy Political Commissar of Military Region 4 Doan Xuan Buong requested Nghe An province to continue to thoroughly grasp and widely and effectively implement the Central Resolutions and directives on national defense and security tasks.

Continue to pay attention to strengthening the leadership and direction of Party committees and authorities on national defense and security work; ensure national defense and security, build a good national defense posture, closely linked with the People's Security posture and the People's Border Guard posture to firmly perform tasks; well implement the coordination mechanism according to Decree 03 of the Government.

Actively monitor and closely forecast the situation, advise on timely and effective handling of situations, proactively resolve complex and sensitive issues; do not be passive, do not create hot spots. Strictly maintain the regime and order, improve the overall quality and combat readiness of the armed forces, prepare well the forces for natural disaster prevention, search and rescue, do not be passive or surprised.

The Deputy Political Commissar of Military Region 4 requested Nghe An province to pay attention to training and exercises at all levels to ensure strictness, quality, practicality and safety; to implement the motto of protecting the Fatherland early and from afar. To carry out military recruitment well. To promote the movement of the entire people to protect the Fatherland's security; to effectively fight against all types of crimes, reactionary and sabotage subjects. To direct the implementation of border protection work well; to protect the safety of key targets, to avoid being passive and surprised.

Concluding the conference, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee emphasized that 2023 faced many difficulties, complexities, and unpredictable developments, but the province has achieved many positive results. He emphasized: "Achieving these results has made a very important contribution to the good implementation of national defense and security tasks, creating stability to achieve socio-economic development goals. Over the past many years, Nghe An has been assessed as a stable and peaceful locality".

Emphasizing that 2024 is expected to be full of difficulties and complications, Chairman of the Provincial People's Committee Nguyen Duc Trung said that, in addition to the task of socio-economic development, Nghe An province determines that national defense and security tasks are extremely important.

Therefore, in the coming time, all levels and sectors, especially the provincial armed forces, need to continue to thoroughly grasp and seriously implement the directions of the Central Government, Military Region 4, Provincial Party Committee, People's Council, and Provincial People's Committee, and clearly and fully define the goals and tasks on national defense and security in 2024.

"In any situation, we must be proactive, grasp and accurately forecast the situation; propose policies and solutions, effectively, comprehensively and practically implement national defense and security tasks; create breakthroughs in the area, create conditions to achieve socio-economic development goals; especially well implement the contents and tasks in Resolution No. 39 of the Politburo", the Chairman of the Provincial People's Committee emphasized.

The Chairman of the Provincial People's Committee requested all levels, sectors and armed forces to closely combine ensuring national defense and security with economic, cultural and social development, attracting investment, implementing key projects of the province; effectively controlling epidemics, improving people's material and spiritual life, ensuring social security; focusing on thoroughly resolving outstanding, arising and remaining problems.

In addition, continue to improve the effectiveness of state management of national defense, security, religion, environmental resources, minerals, fire prevention and fighting, traffic order and safety; proactively participate in search and rescue work, natural disaster prevention; especially do not create loopholes and errors for bad elements to take advantage of to incite and sabotage; focus on administrative reform and digital transformation to meet requirements.

The Chairman of the Provincial People's Committee requested the armed forces to proactively grasp the situation, fight and defeat all sabotage plots of hostile and reactionary forces; ensure internal political security, cultural and ideological security, economic security, cyber security, social security, border security, and rural security; focus on peak periods of suppressing all types of crimes, especially during the New Year, ensuring peace for people to celebrate a happy, healthy and safe New Year.

Continue to promote the movement of all people to protect national security, strengthen the all-people national defense, associated with the People's Security and all-people border defense posture, and build and consolidate the grassroots political system to become increasingly strong and comprehensive.

Carry out foreign affairs in national defense and security, contributing to building a peaceful, cooperative and stable border; continue to strengthen training; organize and carry out well the defense zone drills in 6 districts and the civil defense zone drills, flood and storm prevention, and search and rescue in Hung Nguyen district.

The Chairman of the Provincial People's Committee requested the armed forces to pay attention to investing in facilities and logistics, building an increasingly lean, compact, and strong armed force to meet the task of ensuring national defense and security in the new situation.

Implement well social security policies, military rear policies, policies for people with meritorious services, and gather martyrs' graves. In 2024, successfully organize the Emulation Congress for Victory of the Provincial Armed Forces for the period 2019-2024; activities to celebrate the 80th anniversary of the founding of the Vietnam People's Army and the 35th anniversary of National Defense Day.

On this occasion, the Chairman of Nghe An Provincial People's Committee awarded Certificates of Merit to 11 collectives and 11 individuals with outstanding achievements in performing national defense and security work in 2023.
