On November 18, the authorities of Quang Ngai province organized the enforcement of the last site on the main road connecting the northern and southern centers of Van Tuong urban area (Dung Quat Economic Zone)...
The arterial road project has not been completed for a decade.
Actual records on the main axis of Van Tuong urban area show that the final section from the intersection to Dung Quat administrative center to National Highway 24C has been systematically invested with a scale of 6 lanes, completed and put into use for many years.
The main North-South axis of Van Tuong urban area is under construction after 10 years.
The section passing through the Van Tuong urban center is in disarray with a series of bottlenecks. Since mid-2024, the Dung Quat Economic Zone Management Board (investor) and the People's Committee of Binh Son district have focused on removing each bottleneck. As a result, many locations with land issues have been cleared and handed over to the contractor for construction.
However, along the route there is still a problem related to Mr. Bui Duc Toan's household with a length of about 100m. Due to the unfinished construction site, there is a disconnection between the completed section and the unfinished section, so to ensure traffic safety, the contractor must connect them to avoid traffic conflicts.
Recorded at Km 3+700 through Binh Hai commune, vehicles traveling from Binh Tri commune to Binh Hai when reaching the above location had to go to the opposite lane to continue traveling because of the land plot and house of Mr. Toan. Due to the obstructed view, the temporary roadbed has caused collisions between vehicles traveling on the route.
Land acquisition problems, prolonged construction projects, annual capital allocations that must be continuously adjusted because they cannot be "spent" all... and potential traffic accident risks make people angry.
According to the reporter's investigation, the location of the land dispute occupies half of the road section, which is the land of Mr. Bui Duc T, including two plots of land with an area of more than 3,000 square meters.
Previously, during the process of making a compensation plan, the Binh Son District Land Fund Development Center and Mr. T could not find a common voice on the compensation and resettlement price. Since then, no one paid attention and it has lasted until today.

Because the land has not been compensated or cleared, Mr. T still uses it for business and living.
The unfinished project, which has been in progress for 10 years, has become a bottleneck in attracting investment and developing the economy and society in the key economic zone of the Central region.
Forced removal of bottlenecks
Faced with the problem of land clearance that has caused the key traffic project in Dung Quat Economic Zone to stall, the Binh Son district government and the Dung Quat Economic Zone Management Board and Quang Ngai Industrial Parks have taken drastic measures to resolve the issue.
Accordingly, on November 18, the People's Committee of Binh Son district forcibly recovered land from Mr. Bui Duc T to recover the area subject to forcible recovery belonging to plot number 95, map sheet number 3, with a recovered area of 1,369 square meters, belonging to the type of land for growing perennial crops.
To organize the enforcement, the Binh Son district authorities have fully arranged equipment, machinery, and human resources to serve the work of dismantling and moving assets on the land. At the same time, Vice Chairman of the Binh Son District People's Committee Ung Dinh Hien read the decisions related to land recovery.
The enforcement force then removed all the furniture in the house. Excavators were also mobilized to dismantle the concrete and fence walls in the land.
Mechanical equipment was brought by Binh Son district authorities to organize land acquisition enforcement.
It is noted that the land plot has a large area, many trees are planted and the house is built for business and living purposes.
During the enforcement process, Mr. T's family showed no signs of obstruction, and the dismantling of property and belongings on the land proceeded normally. Many properties were carried by the enforcement officers onto vehicles to the temporary detention area and a record was made for later handover to the family.
According to the leader of the People's Committee of Binh Son district, the time to enforce land recovery for the last case on the route took place on November 18 and 19. Before the enforcement, the district and the relevant agencies and the Dung Quat Economic Zone Management Board held many meetings and meetings, mobilized and persuaded, but Mr. T's family still did not agree to receive compensation, relocate their house and hand over the site.
Mr. T's household put forward many conditions and requests that were inappropriate and not in accordance with current regulations. Therefore, to ensure the construction site and complete the project, the locality has carried out compulsory land repossession.
Vice Chairman of Binh Son District People's Committee Ung Dinh Hien said that the locality is determined to remove the above bottlenecks to hand over the site to the contractor to complete the project, ensuring the progress and requirements of the Provincial People's Committee.
