Ha Long commune was established on the basis of merging the communes of Ha Bac, Ha Giang and Ha Long town, with an area of over 65.43 km2 and a population of over 23,200 people. The commune party committee has 2 party committees, 32 party cells with 959 party members. The process of implementing the congress resolution for the 2020-2025 term of the localities has faced many difficulties and challenges, but with the solidarity, joint efforts, initiative and efforts of the party committee, government and people, many important results have been achieved: The economy has had positive growth, average income per capita reached over 62 million VND/year. In the field of agriculture, Ha Long is one of the leading localities in applying high technology, mechanizing rice production, concentrating and accumulating land to serve the development of large-scale agricultural production associated with product consumption linkage. The commune focuses on building an intensive cultivation area for yellow sticky rice with an area of over 200 hectares, an intensive cultivation area for ST25 rice with an area of over 10 hectares and meeting VietGAP standards, 170 hectares of Quy Huong pear guava, a pineapple production area of 650 hectares, a cucumber growing area of 150 hectares... which has contributed to increasing income and changing people's production mindset. The commune has 2 products "Yellow sticky rice", "Quy Huong pear guava" recognized to meet OCOP standards, the product "Queen pineapple" meets VietGAP standards.

The New Rural Development Program was implemented synchronously and drastically, bringing about clear changes. Modern rural infrastructure, spacious landscape, clean and beautiful environment, improving the quality of people's lives. Before the merger, 2 communes: Ha Bac, Ha Giang were recognized as New Rural Areas, 2 villages (Dong Toan, Dong Hau) achieved model New Rural Areas; Ha Long town was recognized as a type V urban area.

The program of urban construction and improvement of cultural and social quality has been of interest to Ha Long commune. The locality has mobilized resources to invest in the construction of key projects with a total value of 310 billion VND, contributing to promoting socio -economic development and improving people's lives.

Digital transformation activities and administrative procedure reform have been promoted. The cultural and social fields have seen many progressive changes, and social security has been ensured. National defense, security, and social order and safety have been maintained, creating a favorable environment and conditions for socio-economic development. Cultural, sports, and traditional festival activities have been maintained and promoted. The political system has been constantly innovated, improving its effectiveness in leadership, direction, management, and administration. People trust the leadership of the Party Committee and the management and administration role of the government.

After more than 1 month of operating the 2-level local government model, despite many difficulties, in a very short time, the Party Executive Committee and the Standing Committee of the Commune Party Committee have focused on leading and directing the synchronous implementation of tasks, ensuring that the administrative apparatus at the commune operates stably, increasing efficiency in handling administrative procedures and serving the people; promoting the proactive role of the people in the process of local socio-economic development, contributing to bringing the government closer to the people.

Joining the flow of entering a new era - the era of national growth, the 2025-2030 term on the solid foundation built in the previous term, with the motto of action: "Solidarity - Discipline - Democracy - Creativity - Development", the Party Committee of Ha Long commune sets out 25 targets. In the group of 11 targets on economic development, there is a target of an average annual growth rate of total product value in the area reaching 10.5%; average income by 2030 reaching 82.5 million VND; agricultural land area accumulated, focusing on large-scale agricultural production, applying high technology reaching 230 hectares; the rate of hardened roads in the area by 2030 reaching 95%... Besides, there are 8 targets on culture - society; 3 targets on environment; 1 target on security and order and 2 targets on Party building. These targets have received many enthusiastic and responsible comments from the team of former commune leaders, Party cell committees, cadres, Party members and people of all walks of life in the commune during the process of drafting congress documents, demonstrating the great determination of the Party Committee, creating momentum, vitality and new development space for the locality.

Party Secretary and Chairman of the People's Council Mai Nhu Thang emphasized: To realize the set goals, the Party Committee of the commune strives to implement 3 main groups of solutions on socio-economic development, ensuring national defense and security; 3 groups of solutions on Party building and political system. In addition, the Party Committee of the commune also proposed 3 key programs on building and organizing the implementation of the general planning of Ha Long commune to serve fast and sustainable socio-economic development; promoting cultural and historical values associated with tourism development and building a strong political system with sufficient leadership capacity, fighting strength, and building a team of cadres to meet the requirements of innovation.

- Investment capital implemented from the State budget for the 2026-2030 period reached 384 billion VND.

- The average annual budget revenue growth rate reached 7%.

- The rate of roads in the area (excluding national highways and provincial roads) that will be paved by 2030 will reach 95%.

- The rate of schools meeting national standards by 2030 is 100%.

- The poverty rate decreases by an average of 0.5% or more annually.

- The rate of villages meeting model criteria according to President Ho Chi Minh's teachings by 2030 is 53%.

- The rate of residential areas meeting security and order safety standards annually reaches 85% or more.

- During the term, 145 party members were admitted.
