On August 18, the Hanoi Department of Culture and Sports held a conference on "Guiding the organization of the Ceremony to announce the Decision on registering intangible cultural heritage in the National List of Intangible Cultural Heritage; Orientation for the work of protecting and promoting the value of intangible cultural heritage after registration".

At the conference, 9 intangible cultural heritages of Hanoi were certified by the Minister of Culture, Sports and Tourism to be included in the List of National Intangible Cultural Heritages, including: Cheo Tau Tong Goi Singing Festival (Tan Hoi Commune, Dan Phuong District - now O Dien Commune), La Phu Village Festival (La Phu Commune, Hoai Duc District - now An Khanh Commune), Dong But Pagoda Festival (Ngoc Liep Commune, Quoc Oai District - now Kieu Phu Commune), Nanh Pagoda Festival (Ninh Hiep Commune, Gia Lam District - now Phu Dong Commune), Sai Temple Festival (Thuy Lam Commune, Dong Anh District - now Thu Lam Commune), Vong Communal House Festival (Ha Dinh Ward, Thanh Xuan District - now Khuong Dinh Ward), Thanh Tri Rice Roll Making Craft (Thanh Tri Ward, Hoang Mai District - now Vinh Hung Ward), Knowledge of Processing and Enjoying La Vong Fish Cake (Hanoi City), Bat Trang Co Cooking Knowledge (Bat Trang Commune, Gia Lam District - now Bat Trang Commune).

Every year, in Hanoi, many localities have cultural heritages and treasures recognized, included in the List and ranked at all levels. The organization of the ceremony to announce, award, receive the decision to recognize, rank, and announce the Certificate/Certificate of cultural heritage at all levels in the city has been carried out solemnly, ensuring safety, promoting, introducing and developing the values ​​of the capital's cultural heritage. However, the form of organization has not been unified.

Therefore, the Hanoi Department of Culture and Sports guides localities to comply with the provisions of Document No. 1710/BVHTTDL-DSVH dated May 4, 2023 of the Ministry of Culture, Sports and Tourism on the orientation of organizing the ceremony to announce, award and receive decisions and certificates/diplomas of cultural heritage and Document No. 1771/SVHTT-QLDSVH dated May 18, 2023 of the Hanoi Department of Culture and Sports.

Accordingly, the ceremony to announce and receive the decision and certificate of cultural heritage is organized to ensure solemnity, efficiency, economy, safety, without ostentation, and to honor the event. At the same time, it is in accordance with the regulations on cultural heritage, state rituals and event organization procedures.

As for the intangible cultural heritage "Knowledge of processing and enjoying Cha Ca La Vong" with the original subject in Hoan Kiem district - this is identified as the core space of the heritage, besides the group of subjects practicing and benefiting from the heritage are Cha Ca shops in the inner city of Hanoi, so the Department will plan to organize the Announcement Ceremony at the annual Hanoi Culinary Culture Festival. The People's Committee of Hoan Kiem ward and the wards with the heritage will participate in coordinating the organization.

Regarding the protection and promotion of intangible cultural heritage values ​​after inscription, localities shall comply with the provisions of the Law on Cultural Heritage (2024); Decree No. 215/2025/ND-CP dated August 4, 2025 stipulating measures to manage, protect and promote the values ​​of world cultural and natural heritage, underwater cultural heritage, cultural heritage in UNESCO Lists and the National List of Intangible Cultural Heritage and policies for artisans and subjects of intangible cultural heritage (effective from September 17, 2025); Decision No. 2343/QD-UBND dated May 4, 2024 of the Hanoi People's Committee on approving the Project "Protecting and promoting the values ​​of intangible cultural heritage in the National List of Intangible Cultural Heritage until 2025, with a vision to 2030".

Accordingly, the documents clearly stipulate the principles of practicing intangible cultural heritage; forms of teaching, regulations on issues related to research, documentation, restoration; organizing festivals, introducing intangible cultural heritage and building a project to manage, protect and promote the value of intangible cultural heritage; policies on artisans, subjects of intangible cultural heritage...

In addition, specify commitments on protecting and promoting the value of intangible cultural heritage in Section 8 of the Scientific Profile of Intangible Cultural Heritage. Ensure the participation of the host community in developing and implementing programs to protect and promote the value of intangible cultural heritage.

In particular, the Hanoi Department of Culture and Sports requires localities to research, consider and exploit appropriate elements of intangible cultural heritage in implementing the strategy for developing Hanoi's Cultural Industry, especially for the intangible cultural heritage in the field of traditional cuisine that has been registered.

Speaking at the conference, Director of the Hanoi Department of Culture and Sports Bach Lien Huong highly appreciated the sentiment, enthusiasm, cultivation and cooperation of the local authorities and people in caring for and promoting the intangible cultural values ​​of festivals and traditional crafts in the cultural treasure of the capital Hanoi.

“The registration is not only a good sign for the heritage, but also opens up opportunities to promote local culture and tourism, helping the heritage get closer to the public.

However, this also poses new requirements for the task of managing, protecting and promoting heritage values; ensuring that intangible cultural heritages are practiced to guide people and communities towards good cultural values, preserve identity, and move towards comprehensive social development.
