The multi-modal ticket scheme in the initial phase will only apply to subsidized public passenger transport such as buses and urban railways. Later, it will be studied and expanded to other forms such as public bicycles, taxis, etc. and applied to organizations and individuals involved in public passenger transport activities.
The city issues fares for intermodal public passenger transport for the subsidized public passenger transport system, including: Single-modal fares by bus specify fares based on time (day, week, month) and single-trip fares; Single-modal fares by urban railway specify fares based on time (day, week, month) and single-trip fares; Intermodal fares by urban railway and bus specify fares based on time (day, week, month) and multimodal (urban railway and bus).
Regarding ticket prices after application: bus, opening ticket 3,000 VND + 450 VND/km (when paying electronically); if paying in cash, rounding up according to the end point of the route; 12-month single-route ticket: 790,000 VND (priority), 1,580,000 VND (non-priority); 12-month inter-route ticket is 1,580,000 VND (priority), 3,158,000 VND (non-priority); Metro, opening ticket 8,000 VND + 850 VND/km (electronic); multi-modal (inter-route) ticket by bus and urban railway: 12-month ticket price: 2,820,000 VND (priority); 5,640,000 VND (non-priority).
The City People's Committee assigns the Department of Construction to take full responsibility before the law and the City People's Committee for the accuracy and legality of the contents, documents, data and calculation results in the multi-modal interconnection ticket plan for the public passenger transport system; coordinate with the Department of Finance to guide the City Traffic Management and Operation Center and the operating units providing subsidized public passenger transport services by bus and urban railway to implement ticket prices, ticket types, methods and payment procedures in accordance with regulations.
The Department of Construction shall carry out information and propaganda work before and during the implementation of the inter-modal ticket system; issue instructions for implementation during the period when the automatic fare collection (AFC) system has not been synchronously deployed across the network and the period when the entire network is synchronously deployed, ensuring consistency and avoiding interruptions in the implementation of the multi-modal inter-modal ticket plan for the public passenger transport system.
During the implementation process, the city assigned the Department of Construction to preside over and coordinate with the Department of Finance and relevant units to regularly review unreasonable contents (if any), synthesize, advise, report, and propose to the City People's Committee for timely consideration, adjustment, and supplementation.
It is expected that on September 2, 2025, Hanoi city will officially launch an interconnected electronic ticket card system by renting information technology services for the public passenger transport network.
