On September 30, heavy rains continued, flooding large areas of Hanoi , but most public schools still allowed students to attend school as usual. Many parents struggled to get their children to school in the rain, flooding, and traffic jams on the morning of September 30.
By noon on September 30, some schools informed parents that if they can afford it, they can pick up their children early (no second session).
On the afternoon of September 30, heavy rain in Hanoi showed no signs of stopping, water rose everywhere, traffic was chaotic, many schools had to announce arrangements for overnight accommodation for students who could not return home due to flooding. Many parents waded through the water to pick up their children, taking 5-7 hours to get home.
That same evening, Director of the Department of Education and Training Tran The Cuong announced that all kindergartens and primary schools will be closed on October 1 due to heavy rain and travel difficulties.
In response to parents' anger that the Hanoi education sector was slow to respond, on October 1, the leader of the Hanoi Department of Education and Training said that during storms, the department's policy is to let schools proactively come up with appropriate plans and learning methods. Therefore, the decision to let students stay home from school will be made by the principals based on the actual situation.
The department representative said that on the morning of September 30, although it rained heavily, from 6-8am, most parents had already taken their children to school, and very few flooded areas were recorded. The sudden announcement of school closures close to school hours would also cause trouble for parents who were taking their children to school on the road, making it difficult to find someone to look after their children. Therefore, the decision to suspend school on a large scale needs to be carefully considered.
By the afternoon of September 30, after working with departments and agencies, it was determined that there were still many flooded areas and it would be difficult to drain the water the next day, so the department decided to let students across the city have a day off on October 1 to ensure safety. The announcement was made around 6:30 p.m. so that families could arrange for someone to look after their children the next day.
