Pursuant to Resolution No. 21-NQ/TW dated June 16, 2022 of the 5th Conference of the 13th Party Central Committee on strengthening the consolidation and building of grassroots party organizations and improving the quality of party members in the new period; the Provincial Party Standing Committee issued a document directing the implementation of the model of "Four-good Party Cells" and "Four-good Grassroots Party Committees".
This is considered a concrete step to realize the policy of Party building and rectification in the new situation with four core criteria: Successfully completing political tasks; good quality of life; good solidarity and discipline; good cadres and Party members.
Many good practices and effective models
Over the past 3 years, grassroots party organizations in the province have actively responded; the movement has created a vibrant competitive atmosphere, gradually improving the quality of party cell activities, building a team of responsible party members who are more attached to the people.
The Vinh Liem residential group party cell (Binh Dinh ward) is one of the typical bright spots. The party cell has 65 party members, maintains regular activities, organizes thematic discussions, regularly exchanges current events, grasps the thoughts of party members and people. Deputy Secretary of the Party cell Tran Van Chau affirmed: Through building the model of "Four-good party cell", the spirit of solidarity and exemplary behavior of cadres and party members has been clearly promoted. The party cell has focused on mobilizing and propagating cadres, party members and people to join hands in building a cultural, safe and civilized neighborhood.
Secretary of the Binh Dinh Ward Party Committee Dao Xuan Huy said that the Party Committee closely directed the subordinate Party cells to associate the "4 good" model with the responsibilities of Party Committee members, leaders and managers, especially the heads. "The effectiveness of the Party Committee's activities is considered an important basis for assessing the level of task completion. Along with that, we innovate the content of activities, improve the quality of resolutions, strengthen the Party Committee members and focus on developing new Party members. At the same time, we focus on directing the building, strengthening and arranging types of grassroots Party organizations," said Mr. Huy.
At the An Nhon Nam Ward Party Committee, to effectively implement the model of "Four-good Party Cell" and "Four-good Grassroots Party Committee", the Ward Party Committee determined that each cadre and Party member must be a pioneer and exemplary in studying and following Ho Chi Minh's ideology, morality and style, linking training with completing political tasks.
Secretary of the Tho Loc 1 residential group Party cell (An Nhon Nam ward) Phan Chau Tuan shared: In our activities, we closely follow the political tasks every month. The characteristic of the party cell is that it has a large number of party members (63 party members). The party cell has assigned each party member to be in charge of a group of households to promptly propagate, mobilize, and raise people's awareness to join hands in maintaining the rural environment, ensuring security and order, helping poor households develop the economy ... Thanks to that, for many consecutive years the party cell has been classified as having excellently completed its tasks. Over the past 5 years, Tho Loc 1 residential group has been continuously recognized as a cultural residential group, with the rate of cultural families reaching 95 - 98%.
Enhance the Party's fighting capacity and strengthen the people's trust
Not only stopping at creating a competitive atmosphere, the model of "Four-Good Party Cells" and "Four-Good Grassroots Party Committees" has contributed to improving the leadership capacity and fighting strength of the Party organization. Many Party cells and Party Committees at the grassroots level from urban to remote areas have innovated in working methods, linking Party member responsibilities with people's lives, thereby enhancing the strength of solidarity and trust of the masses.
At Kon Giot 1 village Party Cell (Binh Phu commune), at the beginning of each month, the Party Cell meets with the full participation of 47 Party members. “The important point is to improve the quality of the activities. We prepare the content in advance, discuss democratically, manage scientifically, and create an open atmosphere. With that approach, the Party Cell meetings become flexible, rich in content, go into depth, and improve quality and efficiency. Thanks to that, the awareness of Party members is increasingly improved, and the leadership role is clearly promoted" - Party Cell Secretary Dinh Uom expressed.
The success of Kon Giot 1 village Party Cell is to mobilize people to successfully implement the new rural development program. The yield of 2 rice crops reached more than 6 tons/ha, 1.5 - 2 times higher than before; people planted more than 100 hectares of economic forest, developed livestock, and gradually escaped poverty sustainably.
According to comrade Mai Viet Trung - Member of the Provincial Party Standing Committee, Head of the Provincial Party Organization Committee, the policy of building "Four-Good Party Cells" or "Four-Good Party Organizations" is one of the new contents and new requirements in strengthening and consolidating grassroots party organizations according to Resolution No. 21-NQ/TW. This is an important solution identified by our Party to create a strong change in improving the leadership capacity, fighting strength of grassroots party organizations and the quality of cadres and party members at all levels.
Comrade Mai Viet Trung commented that the model building movement in the province has received strong support from Party cells and grassroots Party committees. Many places have creative and practical ways of doing things, thereby contributing to building a clean and strong political system; the contingent of cadres and Party members is increasingly courageous and prestigious. This is an important factor in strengthening the people's trust in the Party.
President Ho Chi Minh once taught: "Party cells are the foundation of the Party, if the Party cell is good, everything will be good." To implement the Party's guidelines well, we must take care to strengthen the Party cell. If the Party cell is good, all the Party's policies and guidelines will be well implemented, all work will progress continuously and vice versa, if the Party cell is weak, the Party's policies and guidelines will not be able to enter life.
“In line with the current practice of Party building and rectification, the models of “Four-Good Party Cells” and “Four-Good Grassroots Party Committees” have been effectively deployed in grassroots Party organizations in the province, contributing to improving the leadership capacity, fighting strength of Party organizations and the quality of cadres and Party members. When grassroots Party cells are good, the Party will be strong, and when the Party is strong, the cause of building and defending the Fatherland will be successful,” emphasized Comrade Mai Viet Trung.
