
Speaking at the National Online Conference to promote public investment in 2025 held on the morning of September 17 at Hanoi, Central Party Committee member, Deputy Secretary of the City Party Committee, Chairman of the Hanoi People's Committee Tran Sy Thanh said that the city determined that promoting the disbursement of public investment capital is not only the main driving force for growth, but also the political responsibility of the city.
Hanoi has disbursed 36 trillion VND.

Chairman of the City People's Committee Tran Sy Thanh said that in 2025, the total capital plan assigned by the Prime Minister is more than 87 trillion VND, an increase of 1.13 times compared to 2024, which is a big challenge for Hanoi. Right from the beginning of the year, the city has acted with the highest determination, issued plans and directives, clearly defined the roadmap and responsibilities for each investor and project to speed up the disbursement speed.
By the end of August 31, 2025, Hanoi had disbursed 36 trillion VND, reaching over 41% of the plan assigned by the Prime Minister. It is estimated that by the end of September 30, 2025, the city will disburse approximately 39.3 trillion VND, equivalent to 45.1% of the plan. Although still lower than the national average, in terms of absolute value, Hanoi is one of the two leading localities in the country, 1.3 times higher than the same period.
On the occasion of the 80th anniversary of the August Revolution and National Day September 2, a series of key projects were started and inaugurated, creating momentum and a new look for the Capital. In particular, the city inaugurated the Yen Xa Wastewater Treatment Plant; started construction of key bridges (Van Phuc Bridge, Ngoc Hoi Bridge); implemented site clearance for national projects such as the North-South high-speed railway, Lao Cai - Hanoi - Hai Phong railway; started construction of new driving force projects such as the Hanoi High-Tech Biotechnology Park and the smart city.
From now until the end of the year, the city will continue to start and inaugurate other important projects, such as: Thuong Cat Bridge; urban railway line No. 2 (Nam Thang Long - Tran Hung Dao); Line No. 5 (Van Cao - Hoa Lac section); Le Hong Phong Cadre Training School; Hanoi Kidney Hospital's second facility; Co Linh intersection underpass and especially the iconic project - Tran Hung Dao Bridge - expected to start construction on October 10, 2025.
"With the determination of the entire political system, from now until the end of the year, the city will complete 100% of the public investment disbursement plan assigned by the Prime Minister," said comrade Tran Sy Thanh.

In recent times, Hanoi has been very proactive in implementing the two-level local government model. Specifically, 126 communes and wards of Hanoi have been proactive in budget management, there has been no situation of not being able to open accounts, not having budget estimates or not having a chief accountant. At the same time, the city has advanced to spend on social security, so it has not affected people's lives after implementing the two-level local government model.
Regarding public investment projects, the city has proactively settled the budget expenditure of the entire city up to June 30 before implementing the two-level local government. At the same time, the city has compiled statistics of public investment projects to decentralize and authorize 126 communes and wards after the administrative unit arrangement.
Of which, the city retains about 10% of public investment projects, and 90% of the projects of the district level previously assigned to the commune level from July 1, 2025. Therefore, the rate of disbursement of public investment capital from July 1 to now has maintained the speed, proving that the local government system at the commune level is operating effectively, thereby contributing to ensuring the progress of disbursement of public investment capital of the city this year.
Removing "bottlenecks" for key projects and works

The city realized that the disbursement progress has not met expectations, there are still many major "bottlenecks" that need to be focused on removing for key projects and works; projects using central budget capital, ODA capital and long-term capital sources.
Regarding the causes, besides objective factors such as fluctuations in construction material prices and supply shortages, there are three main groups of causes. Specifically, there is a lack of guiding documents for implementing the revised PPP Law related to BT contracts paid by land funds. The procedures for negotiating and signing ODA loan agreements are still prolonged.
Along with that, there are difficulties in site clearance - the most difficult and complicated step, mainly related to determining the origin of land, land price, and the difference in compensation policies between periods. Meanwhile, the capacity and experience of a number of officials, especially at the commune and ward levels, after receiving a huge volume of projects (nearly 27,000 projects) are still limited.
To solve the above difficulties, Chairman of the City People's Committee Tran Sy Thanh proposed that the Government soon issue a decree guiding the implementation of the revised PPP Law related to BT contracts paid by land funds.
“Currently, many projects in Hanoi city as well as other localities are waiting for instructions to sign BT contracts. This is very important to contribute to creating space for the following years as well as promoting double-digit economic growth,” Mr. Tran Sy Thanh emphasized.
The Chairman of the City People's Committee said that the scarcity of supply of filling materials along with the large difference between the announced price of materials and the actual price of filling materials on the market could seriously affect the work of making estimates, selecting contractors and implementing projects.
"Hanoi city will try its best, but there needs to be a common mechanism for provinces and cities across the country to suit reality, creating favorable conditions for localities to implement projects," comrade Tran Sy Thanh suggested.
Regarding the site clearance work, the Chairman of the City People's Committee said that the Government as well as ministries and branches have removed many difficulties, but in reality, there is still a state of inconsistency in policies between projects being implemented. Therefore, the city must choose an optimal solution to implement, which partly affects the progress of the project.
From now until the end of the year, Hanoi city commits to be more drastic in achieving the target of disbursing 100% of the 2025 capital plan and extended capital. In particular, the city continues to tighten discipline, considers disbursement results as the top criteria for evaluating and classifying officials, and strictly handles the responsibilities of leaders and related individuals.
At the same time, Hanoi is focusing on site clearance and establishing special working groups to thoroughly handle key and complicated projects. Along with that, the city flexibly manages capital plans, resolutely transferring capital from slow-disbursement projects to projects with good progress, especially proposing that the Central Government consider the Central budget and ODA capital sources.
With the highest sense of responsibility and political determination, Hanoi pledges to continue to closely coordinate with ministries, branches and localities, overcome all difficulties to successfully complete the task of disbursing public investment capital, contributing to the overall development of the country.
