How does Hanoi guide the evaluation scale for cadres, civil servants and public employees when reorganizing the apparatus?

The Hanoi People's Committee issued Instruction No. 01-HD/UBND dated March 21 guiding the criteria framework and assessment scale for cadres, civil servants, public employees and workers of departments, branches, sectors; public service units under the City People's Committee; People's Committees of districts, towns; associations assigned by the Party and the State to the city to reorganize the apparatus, streamline the payroll and restructure, improve the quality of cadres, civil servants and resolve policies and regimes according to the provisions of Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP.

Accordingly, the assessment principles include: Complying with the provisions of Decree No. 178/2024/ND-CP, Decree No. 67/2025/ND-CP and this instruction. Linking the assessment with streamlining the payroll, restructuring, and improving the quality of the staff, civil servants, and public employees of each agency, organization, and unit in the process of reorganizing the apparatus.

The assessment is carried out according to the criteria of each group of job positions (management leadership positions, professional positions, shared professional positions, service support positions) in accordance with the characteristics of the situation and practice of the agency, organization, and unit. Each group of job positions has different assessment criteria and weighted scores depending on the nature of the job and position. The assessment results are calculated on a 100-point scale based on the performance of tasks in the last 3 years. The total score for each cadre, civil servant, public employee, and worker is arranged in order from highest to lowest. This score serves as a reference when it is necessary to select a balance to determine who has left the job.

Consider and evaluate immediately after the merger or consolidation: The settlement of early retirement or resignation for cases with voluntary applications must be approved by the head of the agency, organization or unit according to regulations. If not approved, the head of the agency, organization or unit must respond in writing and state the reasons. Do not consider or resolve cases with voluntary applications for early retirement or resignation but are assessed to have outstanding qualities and abilities, dare to think, dare to do, dare to take responsibility for the common interest, have exemplary achievements, and bring benefits to the agency, organization or unit. In case the head of an agency, organization or unit has issued a document not agreeing to early retirement or termination of employment for an official, civil servant, public employee or employee who voluntarily requests to retire, but the official, civil servant, public employee or employee still wishes to resign, the competent authority shall immediately resolve the termination and the employee shall not be entitled to the benefits under Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP.

Based on the number of people whose voluntary resignation applications have been approved by competent authorities, from the assessment results, agencies, organizations and units continue to determine the number of people who need to be considered for streamlining to meet the criteria of reducing 25% of the number of cadres, civil servants, public employees and workers according to Central regulations, ensuring the principle of streamlining those with the lowest assessment results from bottom up.

In addition to the target of reducing 25% of the number of cadres, civil servants and public employees, agencies, organizations and units can continue to screen based on the assessment results to improve the quality of the team to meet the requirements of assigned tasks.

For cadres, civil servants and public employees who, after the organizational arrangement, have not met the standards of training level; professional qualifications do not match the requirements of the job position approved by the competent authority, the agency, organization or unit shall review and evaluate to resolve the policy regime according to regulations.

Based on the above principles, Instruction No. 01-HD/UBND also provides specific guidance on the criteria framework and assessment scale for cadres, civil servants, public employees and workers.
