The Standing Committee of the Hanoi Party Committee is drafting a directive, which requires transferring and replacing incompetent officials who avoid, shirk, and are afraid of responsibility.
The draft directive on "Strengthening discipline, order and responsibility in handling work of Party committees at all levels, localities and units under Hanoi city" was presented at the 13th meeting of the City Party Executive Committee on June 14.
In addition to replacing and transferring cadres who do not meet job requirements, the Standing Committee of the Hanoi Party Committee wants urgent matters to be resolved immediately. Big, difficult, complex, and sensitive issues must be discussed thoroughly by the collective before decisions are made; the situation of "your rights, my rights" separatism must be thoroughly overcome. Decentralization and delegation of authority are also carried out in all fields with the spirit that whichever level or locality does better will be assigned to that level or locality to carry out.
The Standing Committee of the City Party Committee requires leaders and managers, especially heads, to be truly exemplary, dynamic, creative, daring to think and act, and taking the lead in implementing discipline and order. Officials need to uphold a sense of responsibility, professionalism, and dedication to work; and practice what they preach.

Head of the Hanoi Party Committee's Organization Committee Vu Duc Bao said that there are times and places where discipline and order in public service implementation are not strict, and in some places, they are lax. The responsibility and capacity of the heads of some agencies are still weak, lacking in determination, getting caught up in administrative work, lacking vision and strategic thinking.
A number of cadres, civil servants and public employees "have a mentality of backing down, saying that if they don't do something, it's not wrong; they don't dare to advise, propose, or even decide on work within their authority." Many people try to push the work to higher-level agencies or transfer it to other agencies or units; they lack initiative in advising or give advice in circles, without clearly stating their views. Some cadres, civil servants and public employees show signs of harassment and negativity in handling public affairs.
In mid-April, Prime Minister Pham Minh Chinh issued a telegram requesting the replacement or transfer of jobs of incompetent officials and civil servants who do not dare to do, avoid, shirk, and lack responsibility.
According to the conference program, on the morning of June 15, Head of the Hanoi Party Committee's Organization Committee Vu Duc Bao will speak to explain and receive group discussion opinions on the draft directive.
