Speaking at the conference, Lieutenant General Nguyen Anh Tuan said: In recent times, the Party Committee, Command, Party committees and commanders at all levels of the Border Guard have thoroughly grasped and promptly and effectively implemented Resolution No. 18-NQ/TW, directives, resolutions and conclusions of the Central Military Commission and the Ministry of National Defense on the organization of the Army and the Border Guard in accordance with the requirements, tasks and characteristics of the Border Guard force.
Thereby, the organization and staffing of all levels of the Border Guard have been gradually consolidated and improved, reducing intermediate stages, overcoming the overlapping of functions, tasks and some powers between Border Guard agencies and units; the political and legal basis, the system of legal documents, internal regulations on border defense and national borders; regulations on functions and tasks of the Border Guard at all levels have been issued basically fully and synchronously.

The quality of human resources, the capacity of managers and commanders at all levels and the professional qualifications of officers and soldiers of the Border Guard have been improved; awareness of discipline and law compliance, training, education and regularization work have had many positive changes.
In the coming time, the Border Guard Party Committee determined to focus on leading and directing the continued implementation of Conclusion No. 159-KL/TW of the Politburo, resolutions and conclusions of the Central Military Commission on the organization of the Army until 2030 and the following years; the Project to continue to streamline the local military organization to meet the requirements and tasks in the new situation and new policies of the Party, the Central Military Commission, and the Ministry of National Defense after summarizing the implementation of Resolution No. 18-NQ/TW.

Coordinate with the competent agencies of the Ministry of National Defense, Party Committees, Commands of military regions, provincial Party Committees, and city Party Committees of border localities to promptly remove difficulties and obstacles in the process of implementing the model of organizing the Border Guard Command under the provincial military command and the 2-level local government model.
The study report recommends that the Central Military Commission and the Ministry of National Defense consider adjusting and perfecting the organization and staffing of agencies and units under the Border Guard Command in accordance with the requirements and tasks of border work in the new situation; focusing on specialized units in crime prevention and combat, training units, stations, and border guard squadrons.

Continue to review, supplement and perfect the functions, tasks, coordination mechanisms, direction, command and operation of the Border Guard agencies and units; strongly, effectively and substantially implement decentralization and delegation of powers, promote administrative reform, build databases, digital transformation, apply information technology, artificial intelligence, automate command work, improve the effectiveness and efficiency of agencies and units, and the combat readiness and combat capability of the Border Guard.
Synchronously deploy solutions to ensure military numbers, improve the overall quality of human resources of the Border Guard, strictly implement regulations on management, recruitment, assessment, training, fostering, rotation, mobilization, arrangement, and use of cadres in accordance with the organizational structure and task requirements of agencies and units.
At the conference, the Border Guard Command awarded certificates of merit to collectives and individuals with outstanding achievements in implementing Resolution No. 18-NQ/TW.
