Attending the conference were Colonel Hoang Ngoc Huynh, Deputy Director of the Fire Prevention and Rescue Police Department of the Ministry of Public Security ; Major General Nguyen Hong Ky, Deputy Director of the Hanoi City Police Department and representatives of relevant units. The conference was held directly from the bridge point of the city People's Committee headquarters and online to 126 communes and wards of the city.

Speaking at the opening of the conference, Major General Nguyen Hong Ky said that from July 1, 2025, the Law on Fire Prevention and Fighting and Rescue, the Government 's Decree and the Circular of the Minister of Public Security guiding the implementation of the Law will simultaneously take effect with many new regulations and policies related to state management and the responsibilities of agencies, organizations and individuals both inside and outside the People's Public Security force regarding fire prevention and fighting and rescue work.

On June 28, the City Police Department organized a conference to disseminate, disseminate and provide in-depth training on the Law on Fire Prevention and Fighting and Rescue; decrees and circulars guiding the implementation for 100% of officers and soldiers working in fire prevention and fighting and rescue in the City Police Department. Within the framework of this conference, comrade Nguyen Hong Ky requested the reporters to focus on the content of specialized training for the subjects of the People's Committees at the commune level and departments, especially the departments and branches performing the function of state management on fire prevention and fighting and rescue according to the new provisions of the law.

Specifically, the 3 main contents include: Responsibilities of departments, branches, and commune-level People's Committees in fire prevention and fighting and search and rescue work. Guidance on fire prevention and fighting design appraisal by construction-related agencies according to the provisions of the law on fire prevention and fighting; assignment and decentralization in appraisal work by construction-related agencies at 3 levels (Central - Ministry of Construction; Provincial People's Committee; Commune-level People's Committee). Guidance on state management of fire prevention and fighting for construction-related agencies; assignment and decentralization in state management of fire prevention and fighting by construction-related agencies at 3 levels.

Based on the training content at the conference, the City Police Department requested the leaders of the city's departments, branches, and sectors, and the Chairmen of the People's Committees at the commune level to pay attention to directing their units to urgently implement the following contents. Specifically, continue to focus on and resolutely direct the implementation and report the results of the assigned tasks in the Directives, Projects, Decisions, Programs, Plans, Telegrams and directive documents of the City People's Committee on fire prevention and fighting and rescue work in the area, according to the management field.

At the same time, localities and units promote propaganda work, build a movement for the entire population to participate in fire prevention and fighting and search and rescue, in which, attach importance to propaganda and mobilize 100% of households to equip and install early fire warning systems, fire extinguishers, open emergency exits, second escape routes, equip tools and means for escape (gas masks, rope ladders, ...). Thereby, creating a strong and breakthrough change in this work; persistently and persistently mobilize and propagate people not to produce, do business, work and live in establishments, boarding houses, houses with many apartments that do not ensure fire safety.

For relevant departments and branches, the City Police has issued Document No. 3980 on implementing a number of tasks in fire prevention and rescue work according to the provisions of the law, decree of the Government, circular of the Ministry of Public Security. On July 3, the City Police issued Document No. 4527 exchanging information related to fire prevention and rescue work for units to closely follow, study and implement.

For the People's Committee at the commune level, it is necessary to comprehensively direct the state management of fire prevention and fighting and search and rescue in the area according to the functions and tasks prescribed by the Law on Fire Prevention and Fighting and Search and Rescue, Decree 105/2025/ND-CP of the Government. Continue to organize basic investigations, review and make a list of facilities in Appendix I of Decree 105/2025/ND-CP of the Government in the management area under the authority of the People's Committee at the commune level to perform the state management function of fire prevention and fighting and search and rescue in accordance with the provisions of law.

The City Fire Prevention and Rescue Police Department coordinates and guides departments, branches, and commune-level People's Committees in implementing fire prevention and rescue work in the city. In particular, promptly answer and resolve difficulties and problems in fire prevention and rescue work, promptly report to the city on matters beyond the prescribed authority.
