At Van Khe station, there are illegal parking spots on both sides of the platform. According to observations, there are 40-50 motorbikes parked close together but without a solid roof or fire extinguisher.

In the role of a parking attendant, the reporter was given a small piece of cardboard by the staff and charged 10,000 VND/time, double the regulated price.

According to the caretaker, the parking lot receives between 120 and 160 vehicles on weekdays. There are fewer vehicles on weekends due to reduced demand for the train.

This is also the common situation at dozens of other stations on the Cat Linh - Ha Dong urban railway line.

At stations like La Khe, Van Quan, Thai Ha, Ring Road 3, etc., people still freely display signs: "Car parking available."

It is worth mentioning that the above situation has appeared for about 3 years now, since the Cat Linh - Ha Dong urban railway line came into operation, but has not yet been eliminated.

Ms. Nguyen Thuy Phuong (Ha Dong, Hanoi ) said: "Parking at two licensed locations at Yen Nghia station and Cat Linh station requires a ticket, and the staff collects 5,000 VND/time.

But many times when I passed through stations along the way, I was charged 10,000 - 20,000 VND. Although I was upset, I didn't know where to complain. My car was left out in the rain and sun, and sometimes I was worried about it catching fire or exploding."

Everywhere in the city

At lot DX3, Linh Dam peninsula, Hoang Liet ward (Hoang Mai district), reporters recorded that there is an illegal parking lot with an area of ​​more than 2,200 square meters.

This is a parking lot serving thousands of households in Linh Dam peninsula urban area, with a solid roof made of steel frame, parking for 4-7 seat cars.

The caretaker here said that the monthly parking fee is 1,700,000 VND, and the one-time fee is 50,000 VND.

"Previously, I parked my car at an illegal parking lot in Cau Giay district. Unfortunately, the parking lot caught fire and burned down 5 cars and dozens of motorbikes, so I was very worried when I parked my car at an illegal parking lot.

But after moving here, there was no more parking space, so I had to temporarily park my car here," said Mr. Le Ngoc Tu (Hoang Mai district, Hanoi).

Similarly, at the back gate area of ​​the Central Eye Hospital (Bui Thi Xuan Street), a part of the road has been licensed by the Hanoi Department of Transport to Hanoi Parking Lot Exploitation Company Limited to look after vehicles, but the remaining sidewalk and road are being occupied by people.

The parking fee for cars here is 50,000 VND/time, for motorbikes 10,000 VND/time. The indiscriminate parking causes the 300m long Bui Thi Xuan street to be constantly congested.

In other areas such as Van Quan urban area (Ha Dong), Nam Trung Yen urban area (Cau Giay)... the situation of encroachment on sidewalks and roads to make parking lots and illegal businesses also happens openly.

Parking fees are set by each parking lot owner, ranging from 1,200,000 - 1,700,000 VND/month depending on the value of the vehicle. The depositor is not allowed to sign a contract or receive a ticket, everything is a verbal agreement.

How to clean up spontaneous parking lots?

A representative of the Traffic Inspection Team of Hoang Mai District said that when discovering violations in vehicle parking at lot DX3, the force made a record, notified and proposed to the local authorities to find a solution.

But the authority to manage land and carry out forced clearance and fences to prevent recurrence of violations lies in the hands of local authorities.

Hoang Liet Ward People's Committee informed that the illegal parking lot at DX3 lot, as reported, had been recorded by the ward and required to stop operations since the beginning of June, but it is unclear why the violation has recurred. "We will resolutely eliminate this illegal parking lot," the representative of Hoang Liet Ward affirmed.

Faced with the rampant situation of illegal parking lots in the city, Mr. Tran Huu Bao, Deputy Director of the Hanoi Department of Transport, said: "We are coordinating with local authorities to research and arrange suitable licensed parking spots, and resolutely eliminate spontaneous spots.

In the long term, the city is building solutions to attract investors to participate in car parking, and will even use the budget to build and then subcontract to the private sector.

According to Mr. Dao Ngoc Nghiem, Vice President of the Vietnam Urban Planning and Development Association, the proliferation of illegal parking lots is due to a serious lack of parking spaces.

Meanwhile, the toll collection is very unclear, mainly collecting cash so the budget loses a significant amount of money.

"The lack of parking spaces is the reason why people are forced to park in unauthorized places. To eliminate spontaneous parking spaces, in addition to strict inspection and handling, the city has no other choice but to build more parking spaces," said Mr. Nghiem, adding that there needs to be policies to attract investors to participate with attractive incentive mechanisms.

According to Giao Thong Newspaper, Hanoi has now allowed two investors, Xuan Nam Viet Joint Stock Company and 27/7 Mechanical Manufacturing, Service and General Company Limited, to build a parking lot combined with a commercial center in Hoang Mai district with an area of ​​over 60,000 square meters. This parking lot is expected to be operational in December 2024.
