Hanoi requests review and propose adjustment of public investment capital plan

The Hanoi People's Committee has just issued Document No. 4621/UBND-KT on reviewing and proposing adjustments to the 5-year medium-term public investment capital plan 2021-2025 and the city-level public investment plan for 2025.

According to this document, the units proposed the City People's Committee to adjust the capital plan (August 2025) and submit it to the City People's Council for adjustment (September 2025) based on a comprehensive review of the implementation of the 2025 public investment plan and the 2024 capital plan lasting until the end of 2025.

The city requires disbursement of 100% of the assigned capital plan, including the 2025 capital plan and the 2024 capital plan extended to 2025.

For projects with two capital sources, including extended capital in 2024 and capital in 2025, which are not expected to be fully disbursed, the units proposed to adjust the 2025 plan down to ensure 100% disbursement of the 2024 capital plan extended to 2025.

The project proposing to arrange and adjust the capital plan must clearly state the reasons, including details for each work item and implementation time in accordance with the proposed capital level; ensure that the proposed capital arrangement is consistent with the progress, actual disbursement capacity and expected results achieved...

The order of priority is as follows: Allocate sufficient capital for projects that can be completed in 2025; allocate capital for transitional projects according to approved progress; allocate sufficient capital for important national projects, key projects of the city, projects implementing national target programs, projects under the 3-field plan ( education , health, relics).

After allocating sufficient capital for the above tasks and projects, capital will be allocated to new projects that have completed investment procedures, based on reviewing and determining the list of suspended, delayed, postponed, or stopped projects of projects that are not really urgent.

Regarding headquarters projects and projects affected by the implementation of organizational arrangement and refinement such as headquarters, equipment procurement of district and commune-level agencies; cultural and sports centers, village cultural houses; medical centers, including regional polyclinics, maternity homes, commune, ward and town health stations, projects serving district and commune-level broadcasting activities before implementing 2-level local government..., the units assigned to be investors urgently prepare reports with full contents: Total investment; capital structure; capital plan; cumulative disbursement; implementation progress; unfinished work volume; difficulties and problems; and propose solutions (continue, adjust or stop implementation); send to the Department of Construction (and at the same time send to the Department of Finance).

The Department of Construction shall preside over the inspection and review of contents within its management scope; synthesize and classify the results and send them to the Interdisciplinary Working Group before August 20, 2025.

For commune-level projects; district-level projects before implementing 2-level local government, now city-level projects, the People's Committees of communes and wards decide to continue or stop the project when implementing 2-level local government...
