The People's Committee of Ha Tinh province requested localities to continue mobilizing the entire political system and focus on and prioritize human resource allocation to propagate, mobilize, and complete site clearance for the North-South expressway project.

To carry out the site clearance work for 3 component projects of the North-South Eastern Expressway in the 2021-2025 period, 102.38 km long, through Ha Tinh, the Ministry of Transport has allocated a site clearance fund of VND 2,791.54 billion to the province's localities. By December 22, Ha Tinh had completed the counting; pricing, and approved the compensation plan at 99.52% and handed over the site to the investor for construction at 98.33%. The disbursement progress of the project site clearance fund to date is VND 2,351.72/VND 2,791.54 billion, reaching 84.24%.
However, in some localities, the approval of compensation plans for households subject to resettlement and households whose assets are partially affected has not yet been completed; there are still some households that have not received compensation or have received compensation but have not yet handed over the site.
At the same time, the progress of construction of resettlement areas has not been as expected; the relocation of power line infrastructure is quite slow; the progress of disbursement of land acquisition funds in some localities is still lower than the average level. This affects the overall progress of handing over construction sites for the North-South expressway project through the area.

Faced with this reality, Vice Chairman of the Provincial People's Committee Tran Bao Ha signed a document to send to localities, departments, branches and Thang Long Project Management Board, Project Management Board 6 (with the Ministry of Transport) - investors of 3 expressway component projects through the province on speeding up the implementation progress and disbursement of land clearance capital for the North - South expressway project through the province.
Accordingly, the People's Committee of Ha Tinh province requested localities to continue mobilizing the entire political system to participate and focus on and prioritize human resource allocation to propagate, mobilize, and complete site clearance for households with problems; speed up the construction progress of resettlement areas, relocate technical infrastructure works; complete 100% disbursement of compensation and support capital, and resettlement of projects in accordance with regulations.
Localities shall preside over and coordinate with investors to review, adjust and supplement capital sources for site clearance work to ensure flexibility, suitability with needs and ability to disburse capital sources. In case of consequences related to delay in compensation, site clearance for project implementation, failure to disburse all allocated site clearance capital, the Chairman of the People's Committee of districts, towns and cities (investors of the site clearance sub-project) must take full responsibility before the Provincial People's Committee, the Chairman of the Provincial People's Committee and the law as prescribed.
The Provincial People's Committee requested localities to speed up disbursement of land acquisition and clearance capital for the North-South Expressway project.
Departments and branches, according to their functions and tasks, regularly monitor, proactively guide, inspect, urge and promptly resolve recommendations and proposals from localities to speed up the progress of site handover and disbursement of project site clearance funds; promptly report and propose to the Provincial People's Committee solutions to handle issues beyond their authority in accordance with regulations.
The Provincial People's Committee also requested the Thang Long Project Management Board and Project Management Board 6 to proactively coordinate and guide localities in adjusting and supplementing plans and disbursing land acquisition funds, ensuring adequate allocation and disbursement of all funds; regularly coordinate closely with local authorities from district and commune levels and functional branches of the province, promptly resolve proposals, recommendations, problems and obstacles to speed up compensation, support, resettlement and project construction.
The Department of Transport - the standing agency of the Steering Committee, regularly monitors and urges departments, branches and localities to implement the above contents, promptly reports to the leaders of the Provincial People's Committee for consideration and direction of handling.
On December 8, Vice Chairman of the Provincial People's Committee Tran Bao Ha inspected the compensation and site clearance work of the North-South Expressway project through Thach Ha and Cam Xuyen districts, and the site clearance work of Thuong Loc mine, Can Loc district. After the inspection, Vice Chairman of the Provincial People's Committee Tran Bao Ha requested Cam Xuyen district to focus on handling land acquisition problems in Cam Lac commune and speed up the relocation of power grid projects. Thach Ha district has solutions for households in Vinh Trung village and 35 households in Vinh Cat village of Luu Vinh Son commune who have received compensation to relocate to new residences, hand over the site for the project and continue to propagate and mobilize 3 households in My Chau village, Thach Ngoc commune to clearly understand the regulations of compensation, agree on compensation plans, receive compensation; focus on handling problems regarding the area of tea tree planting in Luu Vinh Son commune and the pig farm in Viet Tien commune. Can Loc district continues to propagate and mobilize 2 households with land at Thuong Loc mine to agree to receive compensation and hand over the site to Vinaconex Company to exploit the land for project construction according to the confirmation approved by the Provincial People's Committee... |
