The Prime Minister has just assigned to supplement the medium-term public investment plan of the central budget capital for the 2021-2025 period from the general reserve fund corresponding to the increased central budget revenue in 2022 for ministries, branches and localities.

Of which, Hai Duong was supported with 1,000 billion VND to implement the interchange project connecting National Highway 17B with National Highway 5 and the Hanoi - Hai Phong railway.

The interchange connecting National Highway 17B with National Highway 5 and the Hanoi - Hai Phong railway contributes to reducing traffic accidents on National Highway 5.

The Provincial People's Committee assigned the investor to organize the preparation and submission of appraisal and decision on project investment to serve as the basis for allocating annual capital plans for the 2021-2025 period according to regulations.

It is known that this is a group B project invested by the Hai Duong Provincial Construction Investment Project Management Board. The total investment of the project is expected to be about 1,867 billion VND from the central budget and Hai Duong provincial budget. The project will be implemented in the period of 2023-2025.

Upon completion, the project will contribute to gradually completing the traffic route connecting the Hanoi - Hai Phong expressway with National Highway 18, the traffic infrastructure system of Kim Thanh district, Kinh Mon town and the traffic system in Hai Duong province.

The project will facilitate the expansion of urban space, promote socio-economic development of Kim Thanh district, Kinh Mon town in particular and Hai Duong province in general.

The interchange is built at approximately Km 70+069 on National Highway 5 in Kim Xuyen Commune, Kim Thanh District and Thuong Quan Commune, Kinh Mon Town, Hai Duong Province. This is an elevated roundabout-shaped interchange, including the main bridge and up and down branches.

The overpass on National Highway 5 has a reinforced concrete and prestressed reinforced concrete structure, ensuring clearance over National Highway 5 and the Hanoi - Hai Phong railway according to regulations.

The main bridge is a roundabout with a width of about 19m; the width of the 4 approach bridges connecting to National Highway 5 is about 7m; the width of the 4 approach bridges connecting Kinh Mon and Kim Thanh sides is about 11m.

The approach road section of National Highway 5 is designed to locally adjust the route direction according to the principle of ensuring the current lane scale on National Highway 5; The approach road connecting Kinh Mon town and Kim Thanh district follows the standards of a level II plain road.

The project also synchronously constructs the following items: Restoration of service roads, residential roads, drainage, lighting, trees, traffic safety signaling system and other related technical infrastructure items (if any).
