According to the draft Political Report submitted to the 1st City Party Congress, Hai Phong identified 5 strategic breakthroughs and many major driving projects, aiming for an average GRDP growth of 13-14%/year in the 2026-2030 period, affirming its position as the leading growth pole in the country.

Solid foundations

Over the past 10 years, few localities have maintained a continuous double-digit GRDP growth rate like Hai Phong. Even when the COVID-19 pandemic and global fluctuations had a severe impact, Hai Phong still maintained a stable growth rate, becoming a bright spot in the country. In the period of 2021-2025, the city's GRDP increased by an average of 11.39%/year; the old Hai Duong province also reached 9.8%/year, among the leading groups in the country. This is a solid foundation for the city to confidently set new goals in the coming period.

High economic growth has created abundant budget resources. For four consecutive years, Hai Phong's total budget revenue has exceeded the 100,000 billion VND mark. In the 2021 - 2025 period, total budget revenue reached more than 543,600 billion VND, an average increase of 7.06%/year; domestic revenue increased by 9.27%/year. Total state budget revenue in Hai Duong province in the 2021 - 2025 period reached 125,994 billion VND, an average increase of 13.3%/year; domestic revenue increased by 13.9%/year. This is an important condition for the city to promote investment in infrastructure, education , health, and culture - key areas for sustainable development.

Hai Phong today is also a "rendezvous" for global capital flows. In just 5 years, the city attracted 20.2 billion USD of FDI capital, nearly double the previous period. Many multinational corporations chose Hai Phong as their production base, thereby spreading technology, creating jobs, and improving the competitiveness of the local economy. The old Hai Duong, with its advantage in the linked region, also reached 3.85 billion USD of FDI capital. It can be said that Hai Phong is becoming a new growth pole, with outstanding investment attraction in the country.

The seaport continues to be the "flagship" of the city. Lach Huyen Port with 6 deep-water wharves has been put into operation, allowing large tonnage ships to Europe and America to dock directly without having to transit. Wharves 7-12 are being accelerated, striving to be completed before 2030, enhancing Hai Phong's position in the global logistics chain. The Nam Do Son port project, which is about to start construction in 2026, will open up more space for development and increase competitiveness for the marine economy.

Along with the seaport, the infrastructure of industrial parks and economic zones has boomed. In the 2020-2025 term, the city established 10 new industrial parks and 13 industrial clusters, bringing the total to 23 industrial parks and 20 industrial clusters. The old Hai Duong province also planned and built 8 new industrial parks and 24 industrial clusters, bringing the total to 20 industrial parks and 60 industrial clusters. This is the premise for the new term to deploy the Southern Coastal Economic Zone, the Northern Economic Zone and the Specialized Economic Zone associated with high technology, logistics and clean energy. With synchronous infrastructure, Hai Phong is not only the gateway to the sea of ​​the North but also a production and service center with regional influence.

Hai Phong urban area has also changed significantly. The urbanization rate reached nearly 69%, many social housing projects have been completed, exceeding the national target. Hai Duong province focuses on developing urban areas in a green, smart, and sustainable direction. The urbanization rate reached 45%. New bridges such as Nguyen Trai, Ben Rung, Lai Xuan... not only connect the two banks, but also connect the development aspirations between regions. Beltway, highway, and Tien Lang airport projects about to be implemented further affirm that Hai Phong is growing strongly, worthy of the position of a growth pole.

It can be said that today's proud achievements are the result of the persistent efforts of the Party Committee, government and people of the city. The spirit of self-reliance, self-strengthening, promoting endogenous strength, effectively exploiting potentials and advantages have become key driving forces. Seaports, industrial parks, economic zones, tourism - service potential, high-tech agriculture, along with the tradition of the heroic Port City, the culturally rich Eastern land, the land of talented people and the dynamic, creative, daring to think, daring to do, daring to take responsibility people of Hai Phong and Hai Duong... are the valuable assets for the city to develop rapidly, make breakthroughs, and affirm its role as the leading growth pole in the country.

Great potential, wide open space

On that foundation, Hai Phong today enters a new phase with open conditions and room for development. What makes Hai Phong different is not only the impressive numbers, but also the room for development after merging with Hai Duong province. A city of over 4.6 million people, with the third largest economic scale in the country, will be an important launching pad to expand the consumer market, increase the scale of production and services.

It is no coincidence that the Central Government has given Hai Phong a series of special mechanisms. Resolution 226/2025/QH15 with outstanding policies on finance, investment, and decentralization of management; Resolution 45-NQ/TW continues to affirm the strategic role of Hai Phong. With these "leverages", Hai Phong has a solid foundation to set goals by 2030: GRDP per capita of 11,247 USD; digital economy accounts for over 35% of GRDP; export turnover of 75 billion USD; port output of 380 million tons; welcoming 25 million tourists; about 87,000 operating enterprises. State budget revenue reaches 245,500 billion VND, of which domestic revenue is 122,000 billion VND...

The Southern Coastal Economic Zone of over 20,000 hectares is one of the driving forces projects in the 2025 - 2030 period of Hai Phong.

Looking at the list of key projects for the 2025 - 2030 period, this aspiration becomes even clearer. The Southern coastal economic zone of over 20,000 hectares will become a center of high-tech industry, clean energy, and logistics services. The new generation free trade zone of nearly 3,000 hectares will create a superior institution, turning Hai Phong into an international trade center. The city also implements a series of important infrastructure projects and key works: Lao Cai - Hanoi - Hai Phong railway, East - West axis routes, beltways 1, 2, 3, Ninh Binh - Hai Phong expressway, Tan Vu - Lach Huyen 2 road; routes connecting airports, seaports, and economic zones. In parallel are new urban projects following the urban development model associated with public transport (TOD), expanding Cat Bi airport with terminal T2 and cargo terminal, and environmental - energy projects such as Dinh Vu waste-to-energy plant, Seraphin Hai Duong waste treatment plant. This is an important driving force, creating new momentum for the city to develop sustainably and raise its position.

Of course, there are many challenges ahead. The target of GRDP growth of 13-14%/year is not easy, because it requires flexible management capacity, a transparent investment environment, and high-quality human resources. However, these challenges will be a "test" for the city to demonstrate its mettle. Hai Phong is famous for its spirit of daring to think, daring to do, daring to take responsibility. If it knows how to promote internal strength, take advantage of opportunities, and promptly remove bottlenecks in infrastructure and institutions, the city will certainly realize its aspiration: Building Hai Phong by 2023 to become a modern, civilized, ecological, and livable industrial seaport city of the Southeast Asian region; pioneering in industrialization, modernization, digital transformation, green transformation, and innovation; is the leading center of marine economy, high-quality tourism, services - logistics and clean energy in the country, an international center for training, research, application and development of marine science and technology.
