Ham Yen creates resources, trains and recruits party members

End the situation where party cells have not been able to recruit new members for many years.

At the beginning of the 2020 - 2025 term, Ham Yen District Party Committee had 128 Party cells that had not been able to recruit new Party members for 3 years or more. Faced with this situation, the District Party Committee issued a Project on Party member development for the 2021 - 2025 period, with the goal of 100% of Party cells recruiting new Party members; striving for each Party cell to have 9 or more Party members.

Comrade Phung Thi Tuyet Mai, Deputy Head of the Organizing Committee of Ham Yen District Party Committee, shared that the Committee has advised the Standing Committee of the District Party Committee to direct each Party cell and grassroots Party Committee to deploy solutions to develop Party members. To facilitate the movement of elite masses and new Party members, the district has opened training classes for Party members and new Party members in communes, commune clusters and in the district. At the same time, it regularly urges, closely monitors and supports procedures and records for Party member admission. On the other hand, it directs Party cells and grassroots Party Committees to expand the source of admission; strengthens the organization of Party cell activities on Sundays or evenings to create conditions for Party members to participate in production labor at business establishments and enterprises to participate in activities.

In early 2021, through review, Duc Ninh Commune Party Committee had 3 Party cells, Ao Sen 2, Lang Dong, Cho Tong, with less than 7 Party members and had not been able to recruit new Party members for 3 years or more. This affected the leadership capacity and continuity in each Party cell. The Commune Party Committee focused on implementing many solutions, including directing Party cell committees to promote the sense of responsibility, proactively seek out sources of the masses to propagate, foster revolutionary ideals and practice through practical movements and activities in the locality. The Commune Party Committee assigned Party cell committee members to regularly monitor and urge the work of developing Party members in the Party cells assigned to them. For Party cells that really had difficulty recruiting new Party members, the Standing Committee of the Commune Party Committee directly grasped and, together with the Party Committee and mass organizations, found solutions to overcome the difficulties.

With such attention and drastic direction, from 2021 to now, the Commune Party Committee has admitted 31 new Party members. Notably, the Cho Tong Ky Party Cell admitted 2 Party members in 2023, ending a long period of 7 years of not being able to develop Party members. Secretary of the Cho Tong Hamlet Party Cell, Vi Thi Binh, said that the Party Cell has agreed to assign prestigious Party members to directly train and help outstanding people to have the motivation to practice and have a pure goal of striving to join the Party. Thanks to that, in 2023, the Village Party Cell has trained and admitted 2 new Party members, bringing the total number of Party members of the Party Cell to 9 comrades. Both of the newly admitted Party members are young, dynamic, proactive in completing all tasks assigned by the Party Cell, worthy of being the next generation to take on the work of the village.

In 2021, Thanh Long Commune Party Committee had 17/21 Party cells that had not admitted Party members for 3 consecutive years, many Party cells had less than 9 Party members. Comrade Lam Thi Hieu, Secretary of Thanh Long Commune Party Committee, said: The Party Committee has a firm grasp of the potential candidates, from which it has a plan to direct the Party cells to train and cultivate ideals, helping the masses to form motivation and strive to be admitted to the Party. For rural Party cells, the Party Committee determined that it must nurture the source; must create opportunities for the young generation to show their enthusiasm, assign tasks to urge and help in order to have excellent masses. Combining solutions and with a determined spirit, the Commune Party Committee has admitted 25/37 Party members according to the target for the 2020 - 2025 term, ending the situation where 11 Party cells have not been able to admit Party members for 3 years or more.

Promote the role of the leader

Currently, due to many reasons, especially young people working far away, recruiting party members in party cells and grassroots party committees faces many difficulties. However, these are objective factors, the core issue is to promote the role and responsibility of the head of the party cell, if dedicated, with appropriate methods, it will create a source of quality party members.

The Cay Vai Party Cell, Thai Hoa Commune Party Committee has admitted young party members every year for the past 10 years. Secretary of the Cay Vai Party Cell, Dinh Trong Hung, said that one of the important tasks set forth by the cell is to focus on developing party members to train and develop the cadres of neighboring villages, so comrade Hung and the cell committee members always pay attention to and orient the young generation to strive. The cell currently has 17 party members, including 8 party members under the age of 40. Young party members have helped the cell become "stronger" in implementing the village's work. With 70% of households in the village being Dao ethnic group, mobilizing people to build infrastructure has been convenient. Up to now, the village roads have been concreted; the average income per capita has reached 48 million VND/person/year; only 5/165 households are poor.

Outstanding Youth Union member Chu Van Thuong, Cay Vai village, who is attending the Party awareness class, said that he was instructed, helped, and provided with favorable conditions to strive and practice by the village Party Secretary Dinh Trong Hung and other Party members in the village. He actively participated in local activities such as building electric lines to light up the country roads, planting flower paths, helping single-parent households and policy families during the harvest season, cleaning up village roads and alleys... This helped him become more mature and aspire to contribute more to life. He will strive to join the Party.

The Quang Tan village Party cell, Yen Lam commune Party Committee has done a good job of developing the party among the Mong people. Currently, the cell has 10 party members, of which 8 are Mong ethnic party members. Quang Tan is also the first cell in the commune to admit female Mong ethnic party members. Party cell secretary Ly Van Bac said that he was an office staff of the commune Party Committee, when he was assigned to work in the cell in Quang Tan and was elected by the party members as Party cell secretary. During his activities here, he discovered important "factors" for solidarity and propaganda, especially Mong women with progressive ideas. Therefore, he has trained and created conditions for typical factors to approach the village's work, participate in propagating new lifestyles... By doing this, Mr. Bac has helped, trained and introduced the cell to admit 3 young party members, including 2 female Mong ethnic party members under 30 years old.

With many specific solutions, from 2021 to now, Ham Yen District Party Committee has admitted 578 party members, achieving over 90% of the target set by the District Party Congress Resolution, ending the situation of not being able to admit party members for 3 years or more in 76 party cells, ensuring continuous improvement of leadership capacity and fighting strength of grassroots Party organizations.
