On July 16, working group No. 4 of the Standing Committee of the Ho Chi Minh City People's Council surveyed the organization and operation of the People's Council - People's Committee of Dong Thanh commune. Vice Chairman of the Ho Chi Minh City People's Council Huynh Thanh Nhan headed the group.
According to the report sent to the survey team, Dong Thanh commune was established on the basis of merging 3 communes: Dong Thanh, Thoi Tam Thon and Nhi Binh of the old Hoc Mon district, with an area of about 30.166 km² and a population of more than 187,000 people. Before the merger, the locality mainly developed agriculture, small trade, handicrafts and services. After the merger, the economy and technology were promoted, creating favorable conditions for the development of services, trade, industry, high technology and garden eco-tourism.
Regarding the organizational structure, the total number of cadres, civil servants and employees at agencies and units in the commune is 196 people, including 123 cadres, civil servants; 5 public employees; 80 contract workers and 8 collaborators of the Urban Order Team transferred from the district level. From July 1st to now, the People's Committee of Dong Thanh commune has received and processed a total of 3,739 administrative records.
Regarding planning management, urban order, and technical infrastructure, the Commune People's Committee has coordinated to handle 80 illegal and unlicensed construction projects and proposed that the city soon deploy detailed planning for areas without 1/2,000 scale zoning plans.

Some other difficulties and problems mentioned in the report include: degraded working offices, small area, not ensuring meeting rooms, working rooms; lack of equipment; administrative document processing software such as VBDLIS has not been provided synchronously; land records are backlogged, searching for planning information is slow; construction permit issuance is difficult because the area does not have detailed planning; public works are seriously degraded and need repair...
Dong Thanh Commune People's Committee proposed that the city should allocate funds to repair and renovate office buildings, complete the VBDLIS software as soon as possible, support the budget for investment in building public works to serve the people, and propose stronger decentralization for the commune in handling administrative procedures, especially in the fields of land, construction, and business licensing. At the same time, the Commune People's Committee also proposed that the city should soon complete the planning, arrange specialized staff for specialized departments in the commune, and continue to support resources for the commune to operate stably.
Acknowledging the opinions of the leaders of Dong Thanh commune, Mr. Huynh Thanh Nhan commented that the survey helps the HCM City People's Council grasp the difficulties and obstacles in the working process of the wards and communes after the merger to find solutions. According to Mr. Nhan, although the physical conditions are still difficult, Dong Thanh commune still tries to arrange a Public Administration Service Center with full equipment to serve the people.
Mr. Nhan suggested that, in the current conditions, Dong Thanh commune should try to make full use of the local infrastructure, continue to review administrative headquarters and propose directions for use, where to renovate, where to build new. For old headquarters locations that are no longer suitable, the locality can consider the option of auctioning, creating investment resources for new headquarters that meet standards and are of a scale suitable for the urban government model.
