At Hue City bridge point

On the morning of September 19, the Ministry of Home Affairs held an online conference to disseminate the 2024 Archives Law and detailed regulations to the People's Committees of provinces, cities, and commune and ward levels.

At the Hue City People's Committee bridge, there was Mr. Nguyen Chi Tai, member of the City Party Committee, Vice Chairman of the City People's Committee.

The Law on Archives No. 33/2024/QH15 was passed by the 15th National Assembly on June 21, 2024, effective from July 1, 2025. The Law consists of 8 chapters and 65 articles, providing comprehensive regulations on the management of documents and archive databases, archival operations, documents of special value, private archives, archival services, state management and implementation provisions.

According to the Ministry of Home Affairs, the promulgation of the 2024 Archives Law aims to institutionalize the Party's policies, overcome shortcomings in archives work, and at the same time promote the application of information technology to meet the requirements of sustainable development and international integration.

An important new point is that the Law adds private archives to the National Archives, ensuring that this archive fully reflects Vietnam's documents. The Law also clearly stipulates the authority of Ministers and heads of central agencies in promulgating the retention period for records and documents in their sectors and fields of management, after receiving opinions from the Ministry of Home Affairs.

Regarding the deadline for submitting files and documents to historical archives, the Law stipulates a maximum of 5 years from the year of submission to the current archives. In particular, confidential documents can only be submitted after declassification according to legal regulations.

Notably, the Law requires documents of People's Councils and People's Committees at the commune level to be submitted to historical archives. This is a step to overcome the limitations of many years ago when the volume of documents at the commune level was very large but the limited facilities and human resources caused damage and loss to still occur.

Another progressive point is the regulation on electronic document storage. The Law affirms that digital archives have the same legal value as data messages; and also mentions documents created in digital form, digitized copies, digital archives, and the process of collecting, preserving, exploiting, and destroying expired electronic documents.

For documents of special value, the Law sets out criteria for content and form to determine, inherit and expand the concept of precious and rare documents in the 2011 Archives Law.

In particular, the Law stipulates January 3 of each year as Vietnam Archives Day, to affirm the important role of archives work and to show gratitude to those who do this work.
