The Department of Education and Training of Ho Chi Minh City has just sent a document to the People's Committee of Ben Thanh Ward regarding the revenues of the parent representative board of Le Ngoc Han Primary School.
In the document, the Department of Education and Training of Ho Chi Minh City stated that it had received information reflected on the media and Hotline 1022 from parents of Le Ngoc Han Primary School, reflecting on the collection of the parent representative board of each class being inappropriate and not in accordance with regulations.
On September 18, the Department of Education and Training of Ho Chi Minh City worked with the Department of Culture and Society, the People's Committee of Ben Thanh Ward and the Board of Directors of Le Ngoc Han Primary School to verify the content of the above incident.
The report stated that the representative board of parents of class 5/2 Le Ngoc Han Primary School had proposed a table of expected revenue and expenditure for the year, including the content of "equipping and installing network systems for the class".
Allowing the class parent representative committee to propose proposed contents that are not in accordance with regulations, at Point b, Clause 4, Article 10, Circular 55 of the Ministry of Education and Training, causes anger among parents and creates negative public opinion about the education and training sector, which is related to the management and operation responsibilities of the school principal.
To enhance the sense of responsibility of educational management staff, the Department of Education and Training requested the People's Committee of Ben Thanh Ward to organize a review of the responsibility of the Principal of Le Ngoc Han Primary School in managing the unit, causing negative public opinion to affect the reputation of the school and the industry.
The Department of Education and Training of Ho Chi Minh City requested the People's Committee of Ben Thanh Ward to have a plan for a general review, take measures to handle and correct violations (if any), to avoid similar situations from happening again.
From September 29 to October 31, the Department of Education and Training of Ho Chi Minh City will set up teams to conduct surprise inspections of the management of revenue and expenditure at the beginning of the 2025-2026 school year at educational institutions. Accordingly, the inspections aim to examine the mobilization of funding for education and the operating costs of the parent-teacher association; promptly rectify the situation of collecting illegal fees.
