Complete site clearance after many years of "freezing"

Construction delayed due to waiting for… site clearance

The project to build a route connecting National Highway 17 with Hanoi - Bac Giang Expressway through Yen Lu Industrial Park and Van Trung Industrial Park, Viet Yen District, Bac Giang Province (now Van Trung Industrial Park, Nenh Ward, Bac Ninh Province), the main route + bridge over T1 drainage canal was started on February 28, 2021.

Total investment is more than 322.7 billion VND. Items include: Main route is 3.4 km long, road surface is 11 m, roadbed is 0.5 m on each side; bridge over T1 drainage canal, cross-road drainage system.

After the groundbreaking ceremony, the contractor, Tan Thinh Construction Limited Company, focused on machinery and human resources to carry out the project. After a short time, 3.1/3.4 km2 and the bridge over T1 canal were completed.

With a length of 300 m, construction cannot be carried out due to land issues related to 11 households with an area of nearly 2,000 m2. Although the old Viet Yen town and related localities have focused on solutions and propaganda, the households do not agree. Specifically, at Trung Dong residential group (Trung Dong intersection area), the specialized agency has paid compensation to 11 households and handed over resettlement land to 5 households eligible for compensation in the form of land in Truc Tay - Trung Dong residential area.

The area is still blocked, preventing the road from being cleared.

However, there are still some households that have not agreed to receive compensation for housing rental support and moving costs when the State reclaims residential land. At the same time, when households build houses on resettlement land, some people whose agricultural land has been reclaimed according to regulations to implement the Truc Tay - Trung Dong residential area project (Trung Dong area) obstruct, not allowing households with resettlement land to build houses on the allocated land.

Regarding the assets on the land, the households requested support for the demolition of the construction due to many high-rise buildings and connecting structures. Therefore, the project had to stop construction and delay from 2022 until now.

According to comrade Le Hoang Bach, Chairman of Nenh Ward People's Committee, the difficulty in clearing the land for the last section of the road is due to the fact that households are building solid, high-rise houses, many boarding houses and affecting more than 1,500 people including local residents and workers staying there.

However, the ward determined that it was difficult to do, and could not delay any longer. This is a project connecting key industrial parks of the province, opening up many prospects for economic development, especially contributing to reducing the load and preventing traffic congestion in industrial parks. Immediately after implementing the 2-level local government, the Party Committee and the authorities of Nenh ward reviewed and resolutely resolved the remaining problems, bringing benefits to the community. Accordingly, the work of clearing the remaining part of the project to build a road connecting National Highway 17 with the Hanoi-Bac Giang Expressway through Yen Lu Industrial Park and Van Trung Industrial Park was given top priority to concentrate efforts on implementation.

Both persistently campaigning and firmly rejecting unreasonable demands

Clearing the remaining land of the project is also a task that the Chairman of the People's Committee of Bac Ninh province is interested in directing.

In order to soon hand over the site to the contractor, the Party Committee and the People's Committee of the ward especially pay attention to directing and doing a good job of organizing dialogues with households that have not yet agreed. Through the dialogue, they grasped, explained and thoroughly handled the reflections and recommendations that people still had concerns about and did not understand in the site clearance work, resolving each case to ensure that it was reasonable and sympathetic; at the same time, they also resolutely pointed out and rejected a number of unreasonable recommendations and demands that were contrary to the law.

Thereby, most of them received the sympathy and support of the people in general. The Party Committee and People's Committee of Nenh Ward also established a propaganda and mobilization team; notified and requested households that had received compensation to urgently clean up their assets on the land to hand over the site to the investor and contractor for the construction.

During the campaign, members of the Working Group listened to people's thoughts, answered questions, and emphasized the common benefits of the project for the local socio-economic development, combined with a fair and reasonable compensation policy mechanism.

At the same time, the People's Committee of Nenh Ward organized forces to support and protect the construction of houses for households with resettlement land in Trung Dong residential area. Therefore, 100% of households with land area within the recovered boundary at Trung Dong intersection voluntarily handed over the site.

A survey on September 24 at Trung Dong residential group showed that many high-rise buildings had been voluntarily dismantled by the people, who had packed up their belongings and moved to a new place of residence. Ms. Nguyen Thi Thanh, a resident of the village, shared: “My family has a 6-story house with dozens of rental rooms and has agreed to hand over the site and move to a part of the land that is not subject to temporary repossession. When the house in the resettlement area is finished, the whole family will move there.”

Some households have cleared all their property to receive support from authorities for demolition.

Thus, after many years of "standing still", the project has now been restarted. This result is the result of close and synchronous coordination between state agencies, local authorities, the Fatherland Front and socio-political organizations. In particular, the exemplary role of the team of cadres and party members, especially the leaders, has demonstrated a high sense of responsibility and determination to carry out difficult tasks, thus untangling the knots of the past few years.

With the rapid progress of site clearance, the contractor is focusing on construction, the project is expected to be open and put into use by the end of this year. When the route is put into operation, it will shorten travel time, expand development space, strengthen infrastructure connectivity, attract investment, promote socio-economic growth and create more job opportunities for local people. At the same time, it will contribute to preventing traffic congestion in neighboring industrial parks.
