Complete the Project dossier to evaluate the implementation of Resolution No. 19-NQ/TW of the Party Central Committee on agriculture , farmers, and rural areas to 2030, with a vision to 2045, on September 29, 2025.
The Government Office issued Notice No. 515/TB-VPCP dated September 26, 2025, concluding the conclusion of Deputy Prime Minister Tran Hong Ha at the meeting to assess the implementation of Resolution No. 19-NQ/TW dated June 26, 2022 of the Party Central Committee on agriculture, farmers, and rural areas by 2030, with a vision to 2045.
In the above announcement, the Deputy Prime Minister highly appreciated the Ministry of Agriculture and Environment for actively developing the Project to assess the implementation of Resolution No. 19-NQ/TW of the Central Committee under the direction of Prime Minister Pham Minh Chinh - Secretary of the Government Party Committee. He highly appreciated the comments of the Committees, Ministries, branches and localities, and requested the Ministry of Agriculture and Environment to seriously absorb the valid comments, in accordance with the reality and orientation of agricultural, farmer and rural development in our country in the new period to supplement the project.
It is necessary to objectively and comprehensively evaluate the implementation results of Resolution No. 19-NQ/TW from 2022 to present.
The Deputy Prime Minister affirmed that the Project to assess the implementation of Resolution No. 19-NQ/TW of the Central Committee is an important task, a basis for proposing breakthrough policies and decisions to meet practical requirements, initially serving the amendment and improvement of legal institutions on land, planning, finance - budget... The Ministry of Agriculture and Environment needs to focus on closely following the conclusions and directions of General Secretary To Lam at the working session with the Government Party Committee, the Central Policy and Strategy Committee and relevant agencies on September 17, 2025; objectively and comprehensively assess the situation and results of implementing Resolution No. 19-NQ/TW from 2022 to present; carefully study new issues arising after the reorganization of the apparatus and administrative units (merging and consolidating provincial and communal levels) and implementing the two-level local government model; compare with the requirements and development tasks in the new period, especially the draft documents of the 14th Party Congress and the breakthrough policies and decisions that have been and are being implemented; study new trends in modern rural development in the world and recommend the Politburo to conclude and direct new policies related to agriculture, farmers and rural areas in accordance with the direction of the General Secretary.
The Deputy Prime Minister noted that it is necessary to complete the dossier , including: (i) Project to evaluate the implementation of Resolution No. 19-NQ/TW for 3 years; (ii) Project submission of no more than 10 pages; (iii) Draft Conclusion of the Politburo, concise and succinct. The Party Committee of the Ministry of Agriculture and Environment discussed with the supporting agencies of the Central Office to unify the completion in accordance with regulations.
It is necessary to analyze the multidimensional impacts on rural development in the new period.
Regarding the content of the Project , the assessment of the achieved results and existing limitations must closely follow the viewpoints, objectives, tasks and key solutions of Resolution No. 19-NQ/TW and Resolution No. 26/NQ-CP dated February 27, 2023 on the Government's Action Program to implement Resolution 19-NQ/TW and the results of implementing the National Target Programs: on new rural development for the period 2021-2025; sustainable poverty reduction for the period 2021-2025; socio-economic development in ethnic minority and mountainous areas for the period 2021-2030; in which the results, achieved objectives, completed tasks, uncompleted tasks; existing limitations (with supporting data) and the main causes (due to the policies and viewpoints of the Resolution, due to legal policies, due to the implementation organization...).
At the same time, supplement analysis and assessment of social environment, natural environment, cultural identity, over-urbanization, shift in labor structure in rural areas, aging trends in agricultural labor and multi-dimensional impacts on rural development in the new period; supplement research on new trends in agricultural and rural development in the world.
Supplementing regional and international contexts, emphasizing epochal changes, the impact of science, technology, protectionism, tariff policies, non-tariff barriers based on environmental standards affecting production and global supply chains of agricultural products.
Supplementing the domestic context, especially when the country is preparing to enter a new era, an era of strong development and many major breakthrough policies have been issued and stated in the draft documents submitted to the 14th National Congress of the Party; the requirement for double-digit growth...; room for agricultural and rural development in the context of strong changes in rural society, land and labor are increasingly narrowing due to the shift to other economic sectors.
Need to focus on new breakthrough issues
Regarding viewpoints, policies, key tasks and solutions in the coming time , the Deputy Prime Minister requested to focus on new, breakthrough issues, noting:
- Agriculture, farmers and rural areas continue to play a very important role and position in the cause of innovation, construction and protection of the Fatherland. Agriculture needs to be seen as a high-tech industry, agriculture is not only a pillar but also a strategic economic sector, a national advantage for Vietnam to integrate and participate deeply in the world economic integration and global value chain; develop a multi-purpose, multi-value agricultural economic ecosystem including industry, services, tourism, medicinal herbs, carbon economy, green economy, deep processing, value chain development; develop specialized production areas according to sustainable standards associated with geographical indications, gradually become self-sufficient in the entire supply chain (breeding, agricultural materials - production - processing - consumption) for Vietnam's strong industries; change thinking from production to agricultural economy, from single-industry development to cooperation, multi-industry development; shift from agricultural supply chain to developing industry chains.
Clearly identify key tasks and breakthrough solutions to develop agriculture, farmers and rural areas in the coming time, effectively contributing to achieving double-digit growth and the goals to be presented to the 14th National Congress. Focus on perfecting institutions, promptly amending, supplementing and perfecting the system of policies and laws to liberate resources, improve the effectiveness and efficiency of the state management agency system to create momentum for agricultural and rural development. Promote industrialization, modernization, digital transformation in agriculture, reorganize production towards specialization and professionalization associated with the consumer market, promote close linkages between 6 parties as a breakthrough. Promote the development of the private economy in agriculture in the spirit of Resolution No. 68-NQ/TW; cooperatives and enterprises are the core and driving force, farmers are the subjects in the process of agricultural development; By 2030, Vietnam must strive to build a number of strong agricultural enterprises among the leading ones in the region and the world.
- Emphasize the requirement to perfect agricultural production planning and synchronous rural development, closely linking rural areas with urban areas in the direction of "village in city, city in village", rich in identity, connecting living space, ecological environment, production suitable for sub-urban areas, rural areas, coastal areas, mountainous areas, ... adapting to climate change, and being resilient to risks of natural disasters.
The Deputy Prime Minister requested the Ministry of Agriculture and Environment to continue to urgently complete the project dossier by September 29, 2025.
*According to the draft report of the Ministry of Agriculture and Environment, after 3 years of implementing Resolution No. 19-NQ/TW, 14/14 targets ensure progress in achieving the goals by 2030.
Of which, 2 targets were exceeded (GDP growth rate of the sector; forest coverage rate); 8 targets were likely to be achieved and exceeded (agricultural labor productivity growth rate; targets on new rural construction; proportion of agricultural labor in total social labor; forest coverage rate; proportion of rural households using clean water according to standards; state budget investment for agriculture and rural areas); 4 targets need to strive and have breakthrough and effective solutions to achieve the target by 2030 (rural population income; vocational training for rural laborers; proportion of rural solid waste collected and treated according to regulations; growth rate of rural industry and services).
Agriculture has been restructured substantially and more effectively, positively changing according to the strengths of regions and market needs, proactively adapting to climate change. The whole industry has changed its mindset from production to agricultural economy, from single-sector development to cooperation, multi-sector development, multi-value integration; from agricultural supply chains to developing commodity chains.
However, the implementation of the Resolution in recent times still has some shortcomings and limitations such as: In the field of "agriculture and rural areas", it has not been thoroughly overcome, such as: Agricultural growth is not stable; the quality and competitiveness of some products are not high; innovation, digital economic development, application of science and technology, especially high technology is not much; infrastructure for agricultural development has not met the requirements.
Some targets for 2030 in Resolution No. 19-NQ/TW are no longer suitable for the current situation and need to be adjusted accordingly to contribute to "double-digit" growth; implementing a two-level local government model...
