Speaking at the meeting, Mr. Tran Thanh Hai, Deputy Director of the Import-Export Department, said: After nearly 3 months since the implementation of decentralization and delegation of authority according to Decree 146/2025/ND-CP regulating the decentralization and delegation of authority in the fields of industry and trade. For the Ministry of Industry and Trade , many procedures have been carried out according to the decentralization mechanism; in which, the Import-Export Department is responsible for the largest volume of documents, especially procedures related to the issuance of C/O.
According to Mr. Tran Thanh Hai, the implementation of Decree 146/2025/ND-CP coincides with the time when some localities will implement the merger from July 1, 2025. Therefore, units such as the Import-Export Department, the Department of E-Commerce and Digital Economy, along with the Vietnam Technological and Commercial Bank ( Techcombank ) and the Vietnam Posts and Telecommunications Group (VNPT) have made efforts to support localities in issuing C/O according to decentralized authority.
Notably, the issuance of C/O is an important part of Vietnam's international commitments, especially when participating in free trade agreements and international organizations. Previously, the issuance of non-preferential C/O was authorized to the Vietnam Federation of Commerce and Industry (VCCI), but now the Ministry of Industry and Trade has revoked all authorization and brought the issuance of C/O under direct management within the Ministry system. According to Decree 146/2025, the issuance of C/O will be widely and synchronously deployed, with clear responsibilities assigned to localities.
Currently, the issuance of C/O has been decentralized to 34 provinces and cities, with full authority and responsibility. However, many localities have not been able to start implementation due to lack of legal basis. Some localities are arranging after the merger but have not issued the next decentralization document to advisory agencies, specifically the Department of Industry and Trade and some places do not have official authorization documents from the Department Director. According to the latest information, about 16 localities have completed legal documents and are ready to deploy C/O issuance, creating the premise for synchronous operation of the eCoSys System nationwide.
Technically, the Ministry of Industry and Trade has deployed the issuance of C/O completely in the electronic environment through the eCoSys System. The system operates online, does not use paper documents, helps to centralize management and facilitate businesses, while ensuring the C/O issuance process takes place smoothly, consistently and effectively.
Another important point is that from 2023, the Government will assign the Ministry of Industry and Trade to collect fees for issuing C/O. The fee is a type of fee and charge according to the law, serving related public service activities such as training, coaching, propaganda, verification, and inspection. The fee collection is done entirely electronically, in line with the digital transformation trend and the large number of records, helping to ensure transparency, consistency, and ensuring management resources.
Recently, some localities such as Hai Phong, Lang Son and Ninh Binh have received early decentralization documents, coordinating with the Ministry of Industry and Trade in the process of testing the eCoSys System to review, detect and fix technical errors before official deployment. Most of the remaining Departments of Industry and Trade have just sent decentralization documents in the past few days; in the past week, the Ministry has received a flurry of documents from more than a dozen other departments.
Techcombank representative, Ms. Nguyen Thi Bich Ngoc shared about the service deployment flow, the Import-Export Department will send Techcombank a list of departments that are ready for decentralization and connection to the eCoSys system. The two sides will proactively contact to deploy, with Techcombank arranging focal points at branches in provinces and cities, and at the same time having focal points at the headquarters to support when needed. A detailed list including phone numbers and contact information will be sent with the document.
When opening an account at Techcombank, the departments will open an account to receive C/O fees from businesses. This is only for technical purposes; after collecting the fees, the department can transfer money to another bank if needed. After opening an account, the departments will sign a C/O fee collection service contract with Techcombank. The contract has been standardized, with full terms and conditions. Techcombank will coordinate with the Import-Export Department and the E-Commerce Department to make technical connections and complete the "onboard" step to deploy the service. During the deployment process, if errors or incorrect information arise, Techcombank will have a direct support contact at the province and headquarters to promptly resolve the issue.
Regarding the C/O fee collection flow, exporting enterprises pay directly on the eCoSys system through forms such as QR Pay or bank transfer. Payment information will be automatically updated on the Techcombank system thanks to the technical connection between the Import-Export Department, the E-Commerce Department and Techcombank. The C/O fee of the enterprise is automatically credited to each Department's account. Techcombank will send automatic daily reconciliation reports (T+1) via the SSTP system, helping departments manage, monitor and accurately check the revenues according to each C/O code.
VNPT representative said that after the testing process is completed, all Departments of Industry and Trade using the VNPT system will connect on a common platform, with synchronized configuration. Currently, Hai Phong Department of Industry and Trade has successfully connected; other Departments only need to be provided with an account to be able to join the system.
According to Mr. Tran Thanh Hai, currently, 16 Departments of Industry and Trade have full authority to decentralize according to documents of the People's Committees of provinces and cities. The goal is to simultaneously implement fee collection and issuance of electronic receipts via the eCoSys system on October 1, ensuring smooth and unified operation. The remaining Departments of Industry and Trade are still completing decentralization and authorization procedures. During this time, the Departments are recommended to contact the Import-Export Department, the Department of E-Commerce and Digital Economy, Techcombank and VNPT as soon as possible to prepare technical conditions, personnel and procedures. When there is a decentralization document from the People's Committee, the departments will significantly shorten the implementation time, based on the experience of the 16 departments that are ready.
The Import-Export Department requests that departments provide full contact information such as the department leader signing the file, the review specialist, phone number (with Zalo connection if available) and email. This helps the Department set up a group to exchange information, guide the digital signature and implementation of C/O, ensuring that information is communicated quickly and avoids omissions. Department leaders will have their own group to support signing the C/O form, while the review specialist will receive direct instructions.
Departments that have met the decentralization requirements need to designate a technical focal point to coordinate with the Import-Export Department, Techcombank and VNPT to conduct system testing from now until October 1. Departments that do not have an account at Techcombank or VNPT need to immediately contact the focal point in 34 localities or via the hotline of Techcombank and VNPT to promptly create an account and connect to the system, ensuring fee collection and issuance of electronic receipts to businesses.
Sharing about the orientation of training and capacity building for the Departments of Industry and Trade in issuing C/O, Ms. Trinh Thi Thu Hien, Deputy Director of the Import-Export Department, said that the Department has developed a training plan for two main groups of subjects including departments that have never issued C/O, this group will be given priority for basic training and practice on the eCoSys system, ensuring mastery of technical operations. The training sessions will provide detailed instructions on the use of digital signatures, data entry operations and on-screen procedures.
At the same time, departments with experience in issuing C/O will participate in advanced training sessions, suitable for the need to update new procedures or train new staff. The intensive program for document specialists can last from 3 to 5 days, with certificates issued in some localities such as Ho Chi Minh City. Participants include Department leaders who will be instructed to operate directly on the system, grasp the steps of digital signature and document processing. Document specialists participate in the intensive program to master the entire C/O issuance process.
As proposed by the Departments, the Department will set up a connection group on the Zalo platform for Department leaders, similar to the existing groups for specialists, to directly discuss instructions on operations, digital signatures and answer questions. At the same time, the Department will continuously organize training sessions, not just once, to ensure that all departments, whether new or experienced, are fully, promptly and synchronously instructed.
