Students waiting for the regime
At Thanh Thuy Kindergarten, a border school with many difficulties and a large number of poor and near-poor households, Principal Nguyen Kim Phuong is familiar with the hardships of managing and raising 185 students and two schools far apart. But this school year, she is facing a completely new problem: the delay in disbursing support funds. Ms. Phuong confided: "All policies for students up to now have been guided by the Department of Education and the People's Committee of the old district. Now this matter has been transferred to the commune, but up to now the commune has not had any official instructions. We have proactively reviewed the list of students who are entitled to support policies according to the latest decrees, but without specific instructions on procedures and documents, we cannot submit them for approval of policies for our children."
To overcome this situation, the school must find a temporary solution. At the central school, parents who can afford it will pay for meals daily. At the remote school, where life is still difficult, the school will agree with the parents to pay after the policy is approved.
Confusion from government to school
A similar story also happened at Minh Tan Kindergarten. The school has 19 classes and 445 students spread across 12 school locations. The teachers have worked hard to persuade people to send their children to school. Teacher Ly Thi Ut, the school's principal, shared: "Most of the students are from poor or near-poor households. They enjoy many preferential policies such as free tuition, support for study costs, lunch money, etc., but we are still waiting because we have not received any instructions on reviewing and making a list of students who enjoy the State's policies and regimes."
Regarding this issue, Deputy Head of the Department of Culture and Society of Minh Tan Commune, Xuan Thi Dan, said: The 2025-2026 school year is the first year that education is no longer directly managed by the District Department of Education and Training. Education is now decentralized to manage the vertical expertise of the Department of Education and Training, while the commune is managed through the direct consultation of the Department of Culture and Society. This is a new model, so the commune and schools are still confused, while the area is large, there are many separate schools, and the facilities are lacking.
Despite countless difficulties, the determination of teachers and students in border schools has never wavered. They continue to strive to improve the quality of education, improve the quality of boarding meals, and gradually close the gap with urban schools.
However, the efforts of schools alone are not enough. It is time for all levels and sectors to join hands and take drastic action to quickly resolve administrative procedure problems and promptly issue necessary guidance documents to promptly resolve policies for students in border areas.
