The amnesty advisory council approved the list of proposals for early release from prison.

On the afternoon of August 25, Permanent Deputy Prime Minister Nguyen Hoa Binh, Chairman of the 2025 Amnesty Advisory Council, chaired a meeting to review and approve the list of proposals for the President to grant amnesty to prisoners who meet the conditions for amnesty on the occasion of the 80th anniversary of National Day (September 2, 1945 - September 2, 2025).

Deputy Prime Minister Nguyen Hoa Binh said that according to the Party and State's policy, there will be two amnesty periods in 2025. The first amnesty period will be on the occasion of the 50th anniversary of the Liberation of the South and National Reunification. The second amnesty period will be on the occasion of the 80th anniversary of National Day.

In the first amnesty, the Amnesty Advisory Council did very well, the results created momentum throughout the country on the occasion of the 50th anniversary of the Liberation of the South and national reunification.

Learning from the first phase, the Amnesty Advisory Council urgently implemented the second phase, on the occasion of the 80th anniversary of the successful August Revolution and National Day September 2.

Since the President's decision on amnesty, relevant agencies, especially the Ministry of Public Security and the Supreme People's Court, have urgently reviewed each case.

Stating that the remaining time from now until September 2 is not much, the work is extremely busy, after the decision on amnesty, the plan to announce amnesty is being prepared, the Chairman of the Amnesty Advisory Council emphasized the requirement is to create an atmosphere that demonstrates the humane policy of the Party and State, very humane, very accurate. The second amnesty is the largest ever and also consistent with the nature of the very important moment of the 80th anniversary of the founding of the country.

At the meeting, representatives of the Ministry of Public Security and the Supreme People's Court reported on the results of reviewing subjects in need of amnesty.

The report shows that implementing the President's decision on amnesty in 2025 (phase 2) on the occasion of the 80th anniversary of National Day and the Guidance of the Amnesty Advisory Council, in the past time, with the spirit of urgent, serious and highly responsible work, the Interdisciplinary Appraisal Teams of the Amnesty Advisory Council and the Expert Teams assisting the members of the Amnesty Advisory Council of the departments, ministries and branches have inspected and appraised over 10,000 eligible dossiers for amnesty of prisons and temporary detention camps under the Ministry of Public Security, the Criminal Enforcement Agency of the Provincial Police and prisons managed by the Ministry of National Defense.

The review and proposal of amnesty for eligible people is conducted according to a very strict, public, democratic, objective, fair, transparent process, with correct subjects and conditions according to regulations.

The amnesty application files are examined and evaluated at many levels with the participation of many functional agencies and departments, and especially with the supervision of social organizations and the people. After today's meeting, the Amnesty Advisory Council will compile and submit to the President a list of prisoners eligible for amnesty for consideration and decision.

Amnesty is a special clemency of the State decided by the President to release prisoners early for those sentenced to fixed-term imprisonment or life imprisonment on important events, major holidays of the country or in special cases, thereby continuing to affirm and demonstrate the tradition of humanity and tolerance of the Vietnamese people, the clemency policy of our Party and State towards those sentenced to imprisonment who have repented, actively studied, worked to reform and made progress, hoping to soon enjoy clemency, and become useful people for their families and society.

Since 2009, the President has signed 11 amnesty decisions for over 104,000 prisoners who have successfully reformed, studied, and worked to return to their families and communities to become useful citizens for society.

Most of the amnestied people who returned quickly reintegrated into the community, had a stable life and did honest work. Many of them became successful businessmen or actively participated in local social activities. The rate of amnestied people reoffending is very low (amnesty in 2024, up to now, only 5 out of 3,765 amnestied people have reoffended, accounting for 0.13%; amnesty on April 30, 2025 (phase 1) with a large number (more than 8,055 people), up to now, only 4 people have reoffended, accounting for 0.05%).

The results of previous amnesties have been supported and agreed upon by the people in the country and highly appreciated by international public opinion, which continues to affirm the consistent policies of the Party, State and law in promoting and protecting human rights in a fair and equal manner.

In order for the 2025 amnesty (phase 2) to achieve good results, the Ministry of Public Security believes that all levels, sectors and localities need to pay attention to the work of reintegrating the community for amnestied people returning to their localities, focusing on promoting propaganda, raising awareness and responsibility of Party committees at all levels, local authorities, socio-political organizations, unions and the masses, avoiding discrimination, joining hands to help amnestied people eliminate their guilt.

In addition, it is necessary to monitor, educate, assist, provide vocational training and create jobs for pardoned people to return to the community to do honest work, limit re-offending and violating the law. For those in particularly difficult circumstances, encourage and mobilize sectors, unions and socio-economic organizations to pay attention to helping them borrow capital to do business in order to stabilize their lives and integrate into the community./.
