Realizing the large demand of students, in 2016 the school opened 2 classes at the High School in Hoa Bac, Hoa Ninh. Continuing, in 2017, the school organized and implemented general education from 2017 in conjunction with the Continuing Education Center No. 1. Organizing teaching at our high school also encountered many difficulties from facilities to teachers. However, school staff and students worked together to overcome difficulties. In the 2024 - 2025 school year, the school achieved a graduation rate of more than 80%.
The current difficulty, in our opinion, is that the simultaneous training of both culture and profession puts a lot of pressure on students to study, but parents still want their children to have a high school diploma. Therefore, it is necessary to continue streamlining the program and applying technology to make it easier for students.
The difficulty is also on the parents' side when they worry about students going to vocational training far away, so they want their children to study near home. Therefore, it is necessary to develop a model combining regular education - vocational education and high school right at school so that students have the conditions to study. However, how to organize classes appropriately. In our opinion, the school focuses on theoretical training at affiliated units, skills subjects taught in the summer at school or on-site training; on the school side, coordinate online learning, online training system.

In 2020, the Ministry of Education and Training issued Official Dispatch No. 2857 on guidelines for organizing the teaching of the High School Continuing Education Program combined with vocational training at continuing education institutions. This policy creates conditions for vocational education institutions to teach the High School Continuing Education Program, facilitating junior high school graduates to study vocational training combined with cultural studies according to the 9+ program, effectively implementing Directive No. 10 on student streaming of the Party and Government.
Accordingly, where there is no Continuing Education Center, high schools are allowed to teach continuing education. Parents want their children to graduate from high school, so combining teaching between high school and continuing education meets the needs of parents and students.
The Department of Education and Training has issued documents and promptly implemented instructions to help effectively implement the tasks of teaching and learning the continuing education program. From training and fostering teachers and education managers to the use of textbooks, initial evaluations show certain effectiveness in maintaining the learning process and ensuring equity in education.

Despite many positive results, the implementation of the continuing education program at the high school level still faces many difficulties. Firstly, the input quality is low compared to the input of the general education program, while studying the vocational intermediate program and the continuing education program at the high school level leads to a large number of students dropping out of school because they cannot keep up with the program. The facilities and equipment for teaching and learning at the Continuing Education Center have not received proper investment, leading to the unit still lacking in scale, quantity and limited in quality. Another difficulty is that the teaching staff at the center is currently lacking.
We hope that vocational training institutions with students studying the high school continuing education program need to invest in minimum teaching equipment for effective teaching activities. At the same time, we determine to advise and stream students to study vocational secondary school combined with studying the high school continuing education program and only studying vocational secondary school in order to gradually increase the annual high school graduation rate; do better in recruitment, career orientation, pay attention to the capacity and aspirations of students registering for the high school continuing education program.
From the practice of student streaming after graduating from junior high school and with the development trend of a learning society, the center hopes to receive attention and investment in facilities to meet teaching and learning activities according to the 2018 General Education Program.
Students studying the High School Continuing Education program are exempt from tuition fees.
The Government issued Decree No. 238 dated September 3, 2025 regulating policies on tuition fees, exemption, reduction, tuition support, support for learning costs and service prices in the field of education and training.
