The 20th Conference of the Party Executive Committee of Bac Kan province (term XII)

Co-chairing the Conference were comrades: Hoang Duy Chinh, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Phuong Thi Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council; Nguyen Dang Binh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Dinh Quang Tuyen, Deputy Secretary of the Provincial Party Committee, Standing Vice Chairman of the Provincial People's Committee.

Attending were representatives of the Central Party Committees, members of the Standing Committee, members of the Provincial Party Committee, and leaders of the provincial departments and branches.

The conference listened to and discussed the following contents: Draft Report and Conclusion on the work of the first 6 months of the year, key tasks for the last 6 months of 2025 of the Provincial Party Committee. Draft report on party financial work in 2024, tasks for 2025. Work report of the Provincial Party Committee Standing Committee between the 19th and 20th Conferences of the Provincial Party Executive Committee (Confidential document, distributed at the conference). Report on the ideological situation and public opinion in the second quarter of 2025.

Accordingly, in the first 6 months of 2025, Party committees, authorities, and socio -political organizations in the whole province have focused on doing a good job of leading, directing, and organizing the basic implementation of the set tasks. The work of preventing corruption, waste, and negativity continues to be strengthened; national defense, security, party building, and consolidation of government and organizations are ensured. Units and localities focus on streamlining and organizing the apparatus; reorganizing administrative units, building a 2-level local government model. Deploying basic socio-economic development tasks ensures progress according to plan. Strengthening leadership, direction, and strongly promoting economic growth according to the requirements of the Central Government and the development goals of the province.

However, in addition to the achieved results, the progress of spring crop planting is still slow; the implementation of forest planting work is low; the site clearance work for implementing a number of key traffic projects is still facing difficulties; the preparation of dossiers to adjust land use planning for the period 2021-2030 and the district-level land use plan for 2025 is still slow, the number of forest fires tends to increase...

The reason for the above limitations is that some Party committees have not been really resolute in their leadership and direction. Coordination between localities and departments and branches is sometimes not timely. Natural disasters and climate change are becoming more and more complex, significantly affecting agricultural and forestry production...

Through discussion, opinions basically agreed with the comments and assessments in the draft Report on work in the first 6 months of the year, key tasks for the last 6 months of 2025. At the same time, analyze and clarify the achieved results, point out the limitations, causes and propose additional tasks and solutions suitable to reality, with high feasibility for implementation in the coming time.

Comrade Hoang Duy Chinh, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation gave a speech at the Conference.

In his closing speech at the Conference, Comrade Hoang Duy Chinh, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, assessed: After a session of active, urgent, serious, democratic and intellectual work, the 20th Conference of the Provincial Party Committee has completed all the contents of the proposed program. The delegates attending the Conference have upheld the spirit of responsibility, promoted democracy, discussed frankly, and contributed many important and accurate opinions to the contents of the Conference. The Conference unanimously approved the reports presented at the Conference program.

On behalf of the Provincial Party Standing Committee, the Provincial Party Secretary respectfully thanks and seriously accepts the delegates' comments to concretize them in the direction and administration work; supplement, perfect and issue documents for implementation.

The Provincial Party Secretary stated: Implementing the Central Government's policy on the arrangement of provincial-level administrative units, from July 1, 2025, the Bac Kan Provincial Party Committee will end its operations, transfer its organizational structure, staff, facilities and all political tasks to the Party organization under the new Thai Nguyen Provincial Party Committee. The arrangement and consolidation of the organizational structure is an inevitable requirement to streamline and improve the effectiveness and efficiency of the political system. However, after the merger, many difficulties and challenges will arise, especially in terms of organizational structure, staff, people's aspirations, as well as stabilizing life and socio-economic development in the new administrative units.

To ensure the successful completion of tasks in the transition period, Provincial Party Secretary Hoang Duy Chinh requested Party committees at all levels, Party organizations, authorities, the Fatherland Front and socio-political organizations to continue promoting the spirit of solidarity, overcoming limitations, focusing on comprehensive and in-depth leadership and direction of all aspects of work and performing well the following tasks:

Firstly, focus on reviewing the set tasks to resolutely implement and strive to complete the targets, tasks and socio-economic development plans for 2025, ensuring the maintenance of growth momentum, maintaining social stability and improving people's lives.

Second, concentrate all resources to complete the elimination of temporary and dilapidated houses by October 2025.

Third, promptly stabilize the organizational structure, arrange cadres, civil servants and public employees according to the plan approved by competent authorities. Proactively coordinate closely in state management and administration, ensuring smooth operation of the local political system after the merger.

Fourth , ensure facilities and materials for State agencies, organizations and units; pay attention to arranging accommodation and living conditions for officials and civil servants in the process of streamlining the apparatus and merging administrative units.

Fifth, continue to maintain political security and social order and safety, especially in the initial stages of the merger, to avoid hot spots and complications.

Sixth, maintain the leadership role of the Party Committee, promote the responsibility of the leader in organizing and implementing tasks at the new administrative unit; promote the pioneering and exemplary spirit, dare to think, dare to do, dare to take responsibility.

Seventh, deploy tasks as required by Thai Nguyen province (new) , ensuring unity, continuity and effectiveness in performing political tasks, state management and serving the people.

Eighth, manage and use assets, finances, and headquarters economically and effectively before, during, and after the administrative unit arrangement.

Provincial Party Secretary Hoang Duy Chinh requested that immediately after this conference, each member of the Provincial Party Executive Committee, heads of agencies and units need to focus on leading and directing the drastic and effective implementation of the conference's conclusions, striving to complete the goals and tasks for 2025.

Through the process of formation and development, with many difficulties and challenges, the Party Committee, the government and the people of all ethnic groups in Bac Kan province have always united, strived to rise up, and built the province to develop more and more. Although the administrative name "Bac Kan province" will no longer exist, the precious tradition, the spirit of solidarity, responsibility, cultural identity and pride in the revolutionary homeland will always be preserved and promoted.
