At the conference, delegates listened to a representative of the consulting unit summarize the plan for the preservation, restoration and rehabilitation of the special national relic of Hoa Lu Ancient Capital, Ninh Binh province until 2030, with a vision to 2050.
Accordingly, the Planning was implemented by the consulting unit based on 12 ideas, such as: Model of sustainable conservation strategy for Hoa Lu Ancient Capital; the issue of reviving Hoa Lu Ancient Capital with cultural, civilized and cultural appearance; urban development strategy for Ninh Binh Ancient Capital-Heritage; ideas for new heritage urban and city of the future; on urban tourism planning and park system; ideas for connecting water surface and flow; on comprehensive, green and smart infrastructure;...
The scale and vision of Hoa Lu Ancient Capital in 2050 are built and redeveloped based on historical traditions, natural diversity, culture, institutions, human resources, and unique landscapes to become a global model of sustainable heritage conservation and urban development associated with cultural industry. The Ancient Capital - Heritage City has shaped the cultural, civilized and cultural entity of the legendary Hoa Lu Ancient Capital.
The elements that make up the vision include: The core foundation in the urban development strategy of the Ancient Capital - Heritage; safe population, beautiful life; sustainable heritage conservation system; vibrant urban center, peaceful life; multi-modal transportation and access; green, smart city, adapting to natural disasters and climate change; prosperous, stable and sustainable economy; practice of developing cultural and creative industries.
The principles for implementing the vision include: flexible growth core; limiting growth and sustainable conservation; establishing advantages and competitiveness; and mobilizing community strength.
At the conference, delegates representing departments, branches and localities exchanged, discussed and expressed their opinions to clarify some thematic contents in the Planning Report. Focusing on contents such as: Development vision of Hoa Lu Ancient Capital; arrangement of administrative units to adjust and supplement the Planning Report; issues of planning for sustainable development of heritage areas; establishment and allocation of land funds for heritage residential areas for local residents, development of traffic infrastructure; issues of conservation, restoration and rehabilitation of intangible cultural values in heritage spaces...

Concluding the conference, Comrade Tong Quang Thin, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee acknowledged and agreed with the 12 planning ideas presented by the consulting unit. At the same time, he requested the consulting unit to continue to coordinate with relevant departments, branches, units and localities to exchange and compare the Hoa Lu Ancient Capital Planning with other plannings of the province to create unity, consistent with the general development of the province.
The objective of the Plan for preservation, restoration and rehabilitation of the special national relic of Hoa Lu Ancient Capital, Ninh Binh Province by 2030, with a vision to 2050, is to fully identify the value of Hoa Lu Ancient Capital associated with the formation of Dai Co Viet State; complete the system of records and data as a basis for digital transformation and automation in management; create a comprehensive legal framework, policies, and investment plans to attract social resources in the management, protection and promotion of relic values.
Thereby, completing the boundaries and zoning scope; proposing solutions to improve the capacity to adapt to climate change and natural disasters; creating the premise for local socio-economic development, effectively linking with relics. At the same time, perfecting the heritage conservation model associated with sustainable development; establishing a commensurate position of Hoa Lu Ancient Capital in the system of capitals in national history; making the central area of Hoa Lu Ancient Capital become one of the cores and driving forces to implement urban development strategies, cultural and tourism industry development strategies of Ninh Binh province.
