National conference to disseminate and implement 4 Resolutions of the Politburo

On the morning of September 16, in Hanoi, the Politburo and the Secretariat held a national conference to disseminate and implement Resolution No. 59-NQ/TW of the Politburo on international integration in the new situation; Resolution No. 70-NQ/TW of the Politburo on ensuring national energy security until 2030, with a vision to 2045; Resolution No. 71-NQ/TW of the Politburo on breakthroughs in education and training development; Resolution No. 72-NQ/TW of the Politburo on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health. General Secretary To Lam attended and delivered a speech at the conference.

The conference was held live from Dien Hong Hall, National Assembly House and combined online to connecting points across the country with more than 1.2 million delegates attending at the connecting points. The Central Inspection Commission organized the online conference connecting to the Central connecting point with the participation of all officials and party members of the Agency.

Comrade Pham Minh Chinh, Politburo member and Prime Minister, presented the Special Topic on Resolution No. 71-NQ/TW.

At the conference, Prime Minister Pham Minh Chinh presented a special topic on the core contents of Resolution No. 71-NQ/TW, dated August 22, 2025 of the Politburo on breakthroughs in education and training development and the Government's Action Program to implement the Resolution. Prime Minister Pham Minh Chinh said that, along with the decisions according to the resolutions issued by the Politburo, with the viewpoint of the Party and State identifying education as the top national policy, deciding the future of the nation, Resolution 71 is a resolution of special importance, of strategic significance to implement a strategic breakthrough in developing high-quality human resources, within the overall breakthrough of the fields to bring our country firmly into the era of rising up to develop richly, civilized, prosperous, happy, on par with the world powers.

The Prime Minister said that the Resolution identifies the goals for 2030 and 2045, and identifies 8 groups of tasks and solutions, including 5 general groups and 3 specific groups for each level of education. The Government has researched and developed an Action Program including 8 groups of major tasks and solutions, concretized into 36 goals and 151 tasks. Specifically, tasks have been assigned to each ministry, branch, and locality with the spirit of "clear people, clear work, clear responsibility, clear authority, clear time, clear results", ensuring the participation of all levels, branches, localities, establishments, organizations and individuals to work together, determined to successfully implement the resolution.

At the Conference, Deputy Prime Minister Le Thanh Long presented a topic on the key and core contents of Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health and the Government's Action Plan to implement the Resolution.

Deputy Prime Minister Le Thanh Long said that, based on the assessment of the achieved results; analysis of the causes; at the same time, closely forecasting the objective and subjective factors that may affect the health work in the coming time and in response to urgent requirements from practice, the Politburo issued Resolution No. 72 on a number of breakthrough solutions, strengthening the protection, care and improvement of people's health in order to strongly change in awareness and action; at the same time, comprehensive innovation with breakthrough solutions to aim at the goal of building a healthy Vietnam, all people are taken care of, live long, live healthy, live healthily, improve physical fitness, awareness of health protection and proactive disease prevention in the whole society, contributing significantly to promoting the development of a rich, civilized and prosperous country in the new era.

The Government's Action Plan has identified specific tasks for ministries, branches and localities to develop action plans, organize implementation, inspect, monitor and evaluate the implementation of the Resolution; propose 06 groups of tasks and main solutions (51 specific tasks). Accordingly, all levels, branches and localities need to immediately issue the Plan to implement Resolution No. 72 and the Government's Action Plan in November 2025.

At the Conference, Comrade Nguyen Thanh Nghi, Head of the Central Policy and Strategy Committee, thoroughly grasped Resolution No. 70-NQ/TW, dated August 20, 2025 of the Politburo on ensuring national energy security until 2030, with a vision to 2045. Resolution No. 70-NQ/TW demonstrates strategic thinking when shifting from the concept of "ensuring supply" to "firmly and proactively ensuring energy security" with a strategic, long-term, multi-dimensional vision. The Resolution includes 5 groups of guiding viewpoints; target groups until 2030, with a vision to 2045 and 7 groups of major tasks and solutions. In particular, regarding the target groups until 2030, the Resolution sets the goal of adequate supply - modernizing the electricity system - promoting renewable energy - ensuring adequate supply of gasoline and LNG - improving efficiency and reducing emissions. By 2045, towards a sustainable, smart, competitive, modern energy system on par with the world. The issuance of Resolution No. 70-NQ/TW with synchronous and breakthrough policies and guidelines to ensure national energy security to meet the country's development requirements in the New Era.

General Secretary To Lam gave a speech at the Conference.

In his concluding remarks at the Conference, General Secretary To Lam affirmed that the consistent spirit of Resolution No. 59 and Resolutions No. 70, No. 71, and No. 72 is to quickly shift from "promulgating policies" to "executive governance", taking people and businesses as the center, and taking practical effectiveness as the measure. Each agency, organization, and individual is responsible for turning the contents of the resolutions into daily work, into specific action programs, with resources, deadlines, measurable indicators, supervision, and accountability.

The General Secretary requested the entire political system to thoroughly grasp and strictly implement a number of principles in the process of implementing the resolutions: 5 consistency (politics-law-data-resource allocation-communication); 3 publicity (goals-progress-results); 3 early (early completion of institutions-early launch of key projects-early allocation of capital) and 5 clarity (clear work, clear people, clear responsibilities, clear time, clear results) and immediately deploy the contents of the resolutions as soon as possible at all levels. To ensure unified direction, smooth coordination and reaching the grassroots, it is necessary to establish a Central Steering Committee; it is necessary to build a public "digital dashboard", updated weekly and monthly, to monitor core indicators, bottlenecks, and progress of implementation of each resolution.

The General Secretary affirmed that the country's new development momentum is formed from the organic connections between resolutions. These "pillars" are simultaneously reinforced by transparent institutions, strict enforcement discipline, data guidance and smart resource allocation. When each gear operates in the right rhythm, the national development machine will accelerate steadily. Each ministry, branch, locality, unit, each cadre and party member immediately gets to work with the spirit of "saying goes hand in hand with doing", "do not leave today's work for tomorrow". Each person has a specific task, each day has a specific result, persistent, persistent, methodical, disciplined, creative; the leader is responsible for the results, not pushing or avoiding. How to make the spirit of the resolutions permeate every level, every sector, every social component, every ward, commune, village, hamlet, classroom, workshop, every field, house, every person, turning aspirations into actions, turning actions into results and turning results into new beliefs.
