The State Treasury ( Ministry of Finance ) has just issued an urgent dispatch, requiring 100% of commune-level units to complete opening accounts and paying salaries before September 15.

Telegram issued after the meeting of the Standing Committee of the Party Committee of the Ministry of Finance on the implementation status and removal of difficulties and obstacles in the arrangement of organizational apparatus, administrative units and operation of the 2-level local government model.

According to statistics, as of September 9, out of a total of more than 55,960 commune-level units expected to transact with the State Treasury, there are still 475 units that have not opened accounts at the State Treasury (accounting for 0.85%) and 1,225 units that have not paid salaries (accounting for 2.33%).

More than 1,200 commune-level units have not paid salaries to cadres, civil servants and public employees because many units have not opened accounts at the State Treasury.

To completely resolve the above situation, the Director of the State Treasury requested the Directors of the State Treasury in the regions to direct the functional and transaction departments under their management to coordinate with commune-level units to pay salaries to cadres, civil servants and public employees. The goal is to ensure that 100% of units complete opening accounts and paying salaries at the State Treasury before September 15.

In cases where the unit has not been assigned a budget, has not appointed an account holder or chief accountant, the regional State Treasury needs to coordinate with the Department of Finance to report to the Provincial People's Committee for direction on final handling.

In addition, the State Treasuries of the regions are required to report on the status of account registration and salary payment of units under the commune level according to the instructions to report to the Ministry of Finance.

At the meeting of the Standing Committee of the Party Committee of the Ministry of Finance on September 9, Minister of Finance Nguyen Van Thang assigned the State Treasury to urge localities to direct budget-using units in the area to promptly open accounts at the State Treasury according to regulations to carry out state budget expenditures, especially salary payments, policies, social security and development investment.

Assessing the implementation and operation of the two-level local government model, many opinions at the conference mentioned the difficulty of lacking financial and accounting personnel at the commune level.

Many commune-level units do not have enough leaders and staff with in-depth expertise in the fields in charge, especially without qualified staff to appoint accountants and chief accountants, leading to the inability to open accounts at the State Treasury to make state budget expenditures.

In order to remove and handle difficulties related to land use fees for households and individuals when converting agricultural land to residential land, the Ministry of Finance has drafted a Government Resolution.
