More than 100,000 students will test high school graduation exams on computers

This school year, the Ministry of Education and Training will develop a project to organize graduation exams on computers, testing them for more than 100,000 students.

In Resolution No. 281 promulgating the Action Program to implement Resolution 71 of the Politburo on breakthroughs in education and training development, the Government recently issued, in 2026, the Ministry of Education and Training was assigned to develop a Project to organize high school graduation exams, university entrance exams, vocational education, and large-scale computer-based assessment exams.

This request was made after the Prime Minister 's directive last June on piloting high school graduation exams on computers in 2027.

Regarding this content, on the occasion of the opening of the school year, Minister of Education and Training Nguyen Kim Son said that in order to prepare for the pilot high school graduation exam on computers from 2027 under the direction of the Prime Minister, the Ministry of Education and Training is focusing on implementing a number of important tasks.

In particular, a project to organize high school graduation exams on computers will be developed and submitted to the Prime Minister for approval in 2026; experts will be mobilized to build a standardized exam question bank (expected to be applied from 2027).

The Ministry of Education and Training will also develop procedures and regulations for organizing computer-based exams, organize training courses and seminars nationwide; and continue to coordinate with the Government Cipher Committee in transferring and receiving exam questions and other security aspects related to the exam.

"The Ministry of Education and Training is preparing software systems to organize computer-based exams and testing computer-based exams in localities. It is expected that this school year, the test will be implemented for more than 100,000 students," said Minister Kim Son.

Education expert Ho Sy Anh said that this is a strong signal of the Government's determination to innovate, showing a long-term vision and determination to promote digital transformation in education, but also poses many challenges when there is not much time left to prepare.

According to Mr. Ho Sy Anh, to take the test on a computer, the legal system and the organizational corridor need to be completed. Taking the test on a computer entails a series of changes in regulations, monitoring procedures, methods of securing test papers and papers, and preventing high-tech cheating. These need to be carefully calculated and issued early to have time for testing...

Why maintain high school graduation exam?

Regarding the maintenance of the high school graduation exam, Minister Nguyen Kim Son said that the organization of the high school graduation exam to consider graduation recognition currently has very specific goals, including: assessing the level of learners according to the requirements for developing qualities and capacities of the general education program, and using exam results to consider recognition of high school graduation.

Second, the exam results are used as one of the bases to evaluate the teaching quality of general education institutions and the direction of educational management agencies.

Third, provide reliable data for universities and vocational education institutions to use in enrollment.

Minister Nguyen Kim Son also said that, in the current period, this is the only national exam for all students to generally assess the output of high school, with a common assessment scale nationwide.

"Therefore, it is necessary to maintain the organization to assess the level of general education standards to provide national data for research, development and adjustment of general education policies. At the same time, evaluate the quality of education in regions across the country. The exam results are the output of general education, a source of reference information for universities and vocational training institutions to organize enrollment," said Mr. Nguyen Kim Son.
