At the regular information session on Social Insurance (SI), Health Insurance (HI), and Unemployment Insurance (UI) in the second quarter of 2023 on the afternoon of June 5, Vietnam Social Security (VSS) informed that by the end of May 2023, the work of collecting and developing participants in social insurance, health insurance, and unemployment insurance reached and increased compared to the same period in 2022 with about 17.47 million people participating in social insurance, accounting for 37.48% of the working-age workforce, an increase of 2.7% over the same period in 2022.

In particular, Vietnam Social Security has implemented many solutions to develop health insurance participants and achieved positive results with about 90.69 million participants (an increase of 4.43 million people compared to the same period in 2022). Total revenue from social insurance, health insurance, and unemployment insurance is estimated at 178,772 billion VND.

Regarding the settlement of social insurance and health insurance policies and regimes, Vietnam Social Insurance reported that the sector has resolved 26,014 pension and monthly social insurance benefit applications; 547,989 people enjoying one-time social insurance benefits; resolved 3,638,974 people enjoying sick leave, maternity leave, convalescence, and health recovery benefits. In coordination with the Department of Labor - Invalids and Social Affairs, resolved 376,023 people enjoying social insurance benefits; of which 368,028 people enjoyed unemployment benefits and 7,995 people enjoyed vocational training support.

In addition, Vietnam Social Security has resolved and paid benefits, ensuring health insurance benefits for 69.7 million people who have received health insurance examination and treatment, corresponding to the health insurance examination and treatment expenditure of 47,466 billion VND.

In particular, Vietnam Social Security has closely coordinated with the Ministry of Health and the Ministry of Finance to resolve many difficulties in payment of health insurance examination and treatment costs, ensuring the rights of health insurance patients and operating costs of medical examination and treatment facilities. Accordingly, the shortage of drugs at health insurance examination and treatment facilities and difficulties in using medical equipment and payment of technical service costs performed from these equipment have been basically resolved.

Regarding inspection and examination work, Vietnam Social Security said it has proactively implemented many synchronous measures to ensure maximum debt recovery. In particular, it has promoted the application of information technology, digital transformation, used existing big data systems and regularly improved and supplemented risk identification criteria.

From there, determine the focus and key points to conduct inspections and checks on a wide scale, inspect and check electronically... Strengthen specialized inspections of units with signs of violations and units with debt; conduct special and surprise inspections of medical examination and treatment facilities with high rates of health insurance examination and treatment expenditures, and unreasonable increases in costs; resolutely handle administrative violations of the law on social insurance, unemployment insurance, and health insurance payments; prepare files to propose prosecution in cases of intentional violations.

Regarding administrative procedure reform and information technology application, with the motto of taking people as the center of service, Vietnam Social Security said it always attaches importance to and prioritizes focusing resources on this work.

There have been 12,444 medical examination and treatment facilities implementing health insurance examination and treatment using chip-embedded citizen identification cards.

Accordingly, regularly review and reduce unnecessary documents and procedures, creating maximum convenience for people and businesses when transacting with the Social Security agency; enhance the application of information technology for comprehensive digital transformation; 100% of administrative procedures are provided with full online public services and integrated on the Vietnam Social Security Public Service Portal, gradually integrated on the National Public Service Portal, well implementing Project 06 of the Government ; diversifying forms of receiving documents...

As a result, nationwide, 12,444 medical examination and treatment facilities have deployed health insurance examination and treatment using chip-embedded citizen identification cards (reaching 97.09% of the total number of health insurance examination and treatment facilities nationwide), with more than 27 million successful searches of health insurance card information using citizen identification cards to serve health insurance examination and treatment procedures. Complete and supplement the "VssID-Social Insurance Number" application, with more than 28.8 million accounts approved and activated for use.

Along with that, the work of information and communication on social insurance and health insurance policies has been innovated in content, form and method in the spirit of Resolution No. 28 of the Central Executive Committee and Decision No. 1676 of the Prime Minister, contributing to creating unity in leadership and direction of social insurance and health insurance implementation at all levels and sectors;

Create consensus in the implementation organization and strengthen people's trust and confidence in the social insurance and health insurance policies. Thereby, there is a clear change in the awareness and actions of organizations and individuals about the role, responsibility as well as the purpose and meaning of participating in social insurance and health insurance .
