Mobilizing all forces to overcome and respond to 'storm on storm'

Storm MATMO (storm No. 11) entered the East Sea this evening and became storm No. 11 in 2025. Along with overcoming the severe consequences caused by storm No. 10, local authorities and departments quickly deployed solutions to respond to storm No. 11, which is forecasted to have complicated developments when entering the East Sea.

Focus on overcoming storm consequences

To overcome the consequences of storm No. 10, Lao Cai province proactively directed early and from afar, mobilized the entire political system to respond, and deployed solutions to ensure the lives of people in the flood-affected areas are stable both mentally and materially.

Focusing on the repair work, from October 1st until now, nearly 1,000 officers and soldiers of the police and army, along with workers and essential vehicles of traffic construction enterprises, have been present at the road leveling, clearing mud and cleaning the environment; at the same time, regulating traffic, ensuring security and order, and quickly restoring travel for people.

In order to help people quickly overcome the consequences, Yen Bai ward, Lao Cai has directed local forces, people of residential groups, security and order groups and militia to increase support in clearing mud and soil, moving furniture and assets, and mobilizing local medical stations to spray disinfectants along the roads, affected residential groups and schools.

Notably, in Tran Yen commune, after the storm, mud and garbage were strewn all over the roads. With the efforts of the local government and people, more than 200 officers, soldiers and workers of Factory Z183 under the General Department of Defense Industry and Regiment 174, Division 316, Military Region 2 were present to help the locality overcome the consequences.

For landslides and high-risk areas, local authorities must immediately implement response plans, prioritizing ensuring human safety; quickly repair broken and divided traffic routes to ensure smooth traffic; continue to pay attention to and fully implement support policies for affected families.

The focus of Lao Cai province is to strengthen the screening and evacuation of people still in dangerous areas, places with high risk of landslides, floods, and isolated areas to safety. Lao Cai has mobilized maximum forces and machinery to ensure the first step of traffic on some important national and provincial highways, and normal traffic for damaged areas. For damaged irrigation works, dams, and canals, local authorities have mobilized people to repair and temporarily fix them to ensure irrigation water for production.

In Tuyen Quang, as soon as the water receded after the historic flood caused by the circulation of storm No. 10, on October 3, leaders of Tuyen Quang Electricity Company directly inspected, urged and directed the repair of electrical problems in wards Ha Giang 1, Ha Giang 2 and flooded communes in the area.

During the flood that lasted from September 30 to October 2, the power system in the area was severely damaged; many electric poles were broken, medium and low voltage lines were broken, some transformer stations were damaged, causing power outages in all residential areas in Ha Giang 1 and Ha Giang 2 wards and neighboring areas.

Mr. Dang Viet Cuong, Director of the Ha Giang Regional Power Management Team, said that with the motto "Where the flood recedes, we will fix it", the electricity industry has mobilized maximum human resources, vehicles, and materials to quickly approach the scene, fix the problem, both ensuring safety and restoring power to the people as soon as possible. In particular, the unit prioritizes supplying power to hospitals, medical facilities, police, and the army to serve rescue, relief, and support people to overcome the consequences of floods.

To cope with storm No. 11, Lao Cai is focusing on repairing the traffic system, urgently fixing landslides, and reinforcing steel cages on some roads to proactively prepare plans to prevent and combat storm No. 11.

The province has issued a directive to the units managing the exploitation of hydropower on Thac Ba Lake, requesting them to urgently lower the water level, expand the storage capacity, and regulate floods when there is heavy rain due to the circulation of storm No. 11. Next, urgently restore the electricity and telecommunications systems, ensure communication with the base; focus on supporting people to harvest crops...

Lao Cai continues to review, proactively evacuate people to safe places and has plans to prepare food, medicine, and necessities; proactively plans to bring gasoline, oil, vehicles, and machinery to areas with landslides and at risk of landslides for timely handling; plans to let students stay home from school.

Faced with the complicated developments of storm MATMO, the People's Committee of Hai Phong city has directed departments, branches and localities to proactively deploy response plans to ensure the safety of dikes and the lives and property of the people.

Accordingly, Vice Chairman of the City People's Committee Tran Van Quan requested departments, branches, sectors, People's Committees of communes, wards and special zones to absolutely not be subjective, regularly and closely monitor forecast bulletins, and be prepared for storm prevention, especially to guard against thunderstorms, tornadoes and lightning that can cause damage before the storm directly affects them.

The Vice Chairman of the City People's Committee assigned the City Border Guard Command to review, count, inform and notify captains and owners of vehicles and boats anchored at the port or operating at sea to proactively prevent and have appropriate production plans, ensuring safety of people and property; maintain communication to promptly handle bad situations that may occur.

Mr. Tran Van Quan assigned the Department of Agriculture and Environment to direct and inspect the safety of dykes, irrigation works, and reservoirs in the city; pay special attention to the dyke locations that suffered incidents during the flood caused by storm No. 10, promptly fix them to ensure safety against storms and post-storm floods; develop and promulgate scenarios for the City Civil Defense Command to specifically respond to storms.

Authorities and local governments require grassroots forces to organize patrols, guard and protect dikes during the rainy and flood season; be ready to mobilize forces, vehicles, materials and equipment, and prepare to respond to dike incidents.

The Northern Power Corporation (EVNNPC) has issued an urgent dispatch, requesting its affiliated units to promptly deploy plans to prevent natural disasters and respond to storm No. 11 (MATMO) with the spirit of urgency - determination - absolute safety.

Accordingly, EVNNPC requires all units to: strictly implement the direction of the Ministry of Industry and Trade, EVN and EVNNPC on natural disaster prevention and search and rescue; 100% of the staff are on duty, implementing the motto "4 on-site", "3 ready"; establish a shock team of at least 60 people ready to mobilize within 8 hours. Power companies must mobilize human resources, vehicles and materials to promptly fix problems and restore power.

Hydropower plants must increase monitoring and prepare safe flood discharge plans; projects under construction must have measures to prevent flooding, landslides, protect machinery and review insurance records.
