State Treasury Region XII focuses on disbursing public investment, Ha Tinh is in the top of the country

After reorganizing the apparatus, the State Treasury of Region XII (in charge of 2 provinces: Ha Tinh , Quang Tri) promptly directed the functional departments and affiliated transaction offices to regularly coordinate closely with departments, branches, and sectors, especially the Department of Finance in providing information on the capital plan assigned in the year, the situation of budget entry on the TABMIS system (Budget and Treasury Management Information System) of the projects. This is also the basis for the unit to implement payment control of investment projects to ensure timeliness and compliance with regulations.

Mr. Hoang Thanh Tung - Deputy Head of Business Department 1, State Treasury Region XII said: "In the context of implementing the 2-level local government model, the unit has seriously implemented the work of handing over documents, data, converting data, and business processes. The information technology infrastructure system and treasury business application software have been upgraded and updated, ensuring continuous connection, meeting the requirements for processing documents and data to always be smooth."

In order to avoid "breakage" and interruption in the disbursement of public investment capital due to the rearrangement of administrative units, the State Treasury of Region XII coordinated with the Department of Finance to advise the Provincial People's Committee on financial handling plans for the district-level budget after dissolution; promptly instruct investors (project management boards), People's Committees of communes/wards to open budget and deposit accounts and transfer funds from the deposit accounts of the District Clearance Councils to the deposit accounts of the Clearance Councils of each project according to the signed data of the handover confirmation.

Strengthening discipline and administrative discipline, creating strong changes in working style and manners; proactively handling work according to assigned functions, tasks and powers with the highest sense of responsibility, resolutely not allowing the situation of pushing or avoiding responsibility, not letting overdue or missing assigned tasks; not allowing any payment records to be left unsettled at the State Treasury without clear reasons. Currently, 100% of the records are processed and paid within the deadline and before the deadline by the State Treasury, there are no backlogs of undisbursed records.

Recently, staff of the State Treasury in Region XII have continuously worked overtime to ensure their work tasks during the implementation of the two-level local government model.

Mr. Nguyen Minh Tuan - Director of the Management Board of Investment and Construction Projects in the Economic Zone of Ha Tinh province said: "The State Treasury of Region XII always does a good job of receiving, processing documents and returning results on the industry's online public service system. Thanks to that, we do not have to go directly to the treasury office, so we save a lot of time processing work and travel expenses. Particularly for projects in the transport sector, the time to pay for documents is reduced by up to 50%, creating conditions for businesses to speed up project construction progress, thereby promoting investment capital, contributing to improving business performance".

With many synchronous and drastic solutions, the State Treasury of Region XII has maintained and ensured connectivity in controlling public investment expenditure. By the end of August, the disbursement of Ha Tinh province's budget investment capital through the State Treasury of Region XII was VND 5,609 billion, reaching 105.7% of the capital plan assigned by the Prime Minister and 52.37% of the plan allocated to the project. Of which, the source managed by ministries and branches disbursed VND 247 billion, reaching 31.1% of the plan allocated to the project; the source managed by localities disbursed VND 5,362 billion, reaching 54.07% of the plan allocated to the project. With the above results, Ha Tinh is among the top localities with the highest disbursement rate in the country. The province's goal for the whole year is to disburse 100% of the assigned capital plan.

2025 is the final year of the medium-term public investment period 2021 - 2025. Disbursing all capital this year as well as previous years will help Ha Tinh accelerate economic development. With the amount of public investment capital assigned and increased, along with previous years, the pressure on controlling expenditures of the State Treasury of Region XII this year is very large. In order to perform its tasks well, the State Treasury of Region XII requires its affiliated units to receive the correct components and number of documents according to regulations and enthusiastically guide units and investors in the work of disbursing public investment capital.

According to Mr. Nguyen Hong Lam - Deputy Director of the State Treasury of Region XII, in the remaining months of 2025, the State Treasury of Region XII will continue to direct relevant officers and departments to regularly monitor the disbursement progress of works and projects; closely coordinate with investors and project management boards to promote electronic transactions through the State Treasury's online public service system; promptly disburse funds for eligible files for payment and advance payment; regularly grasp difficulties and problems from investors and communes/wards in implementation, especially for the management model of projects managed by communes, in opening investment capital payment accounts, in managing and disbursing land acquisition and clearance capital... to coordinate with relevant departments and branches to guide and resolve, ensuring smooth and favorable disbursement.
