Opening of the Conference of specialized National Assembly deputies, discussing the content of the 10th Session

On the afternoon of September 29, at the National Assembly House, the National Assembly Standing Committee held the 8th Conference of full-time National Assembly deputies to discuss a number of contents to be submitted to the National Assembly at the 10th Session of the 15th National Assembly.

In his opening speech, National Assembly Chairman Tran Thanh Man stated that in about 20 days, the 10th Session of the 15th National Assembly will officially open. In accordance with legal regulations, to improve the quality of draft laws submitted to the National Assembly for consideration and approval at the 10th Session of the 15th National Assembly, the National Assembly Standing Committee organized the 8th Conference of full-time National Assembly deputies to discuss and give opinions on 21 draft laws. The conference is expected to take place in 2.5 days (from the afternoon of September 29, 2025 to the end of October 1, 2025).

According to the National Assembly Chairman, at this time, many localities have been organizing provincial congresses; some localities are "straining" to cope with the complicated storm No. 10. Therefore, the delegates attending the conference are very valuable. The National Assembly Chairman suggested organizing the conference scientifically, saving every hour and every minute to use time effectively.

The National Assembly Chairman said that this conference was innovated in the direction of organizing group discussions in various fields, including: Economy - finance, culture - society, national defense - security, foreign affairs, supervision, law - justice, creating more flexibility for National Assembly deputies to have more time to comment on the content they are interested in; overcoming the situation of having to adjust the program when there is content that has no comments.

The conference is of great significance, taking place right after the great success of the 1st National Assembly Party Congress, term 2025 - 2030. At the Congress, General Secretary To Lam acknowledged the intelligence, dedication and silent sacrifice of each National Assembly delegate; at the same time, gave important directions for the activities of the National Assembly in the coming time. In particular, the General Secretary requested to determine the legislative work as "a breakthrough of breakthroughs", not only stopping at overcoming overlaps, contradictions and bottlenecks, but also having to go ahead, pave the way, lead the development of the country, encourage creativity, liberate all labor, and unleash all resources for development.

The National Assembly Chairman requested that National Assembly deputies discuss and carefully analyze new issues and provisions with different opinions in each draft law; evaluate whether the draft law has been built on the basis of new orientations, policies and directions of the Party Central Committee, the Politburo, the Secretariat, and the General Secretary in law-making work, especially the policies and guidelines in the 7 Resolutions of the Politburo issued in the past 9 months.

Along with that, evaluate whether the specific articles and clauses have ensured the constitutionality, legality, unity and synchronization in each draft and are consistent with newly promulgated laws and other laws in the legal system. At the same time, evaluate whether the contents of the draft laws have ensured strict implementation of Regulation No. 178 dated June 27, 2024 of the Politburo on controlling power, preventing and combating corruption and negativity in law-making work; Directive 43 dated April 10, 2025 on strengthening the Party's leadership in institutionalizing guidelines and policies into laws, preventing and combating corruption, waste and negativity or not. Have the draft laws ensured that they only regulate contents under the authority of the National Assembly; promoted decentralization and delegation of power, in line with the policy of innovating thinking in law-making and organizing the 2-level local government apparatus... or not?

The National Assembly Chairman requested that National Assembly deputies clearly express their opinions on whether the draft laws and resolutions are qualified to be submitted to the National Assembly for approval at the next session; actively research and prepare brief and concise opinions, avoid duplication, have in-depth analysis, convincing arguments and propose specific solutions on issues that require opinions or are stipulated in the draft laws.

The National Assembly Chairman also requested representatives of the drafting and reviewing agencies to report and clarify issues of concern to the delegates. Immediately after the end of the Conference, the coordinating agencies will organize to receive comments, promptly complete the documents and send them to the National Assembly delegates as soon as possible.

Emphasizing that the 10th Session of the 15th National Assembly has a workload in general and legislative content in particular that is superior to the historic 9th Session, expected to consider and pass 45 laws and legal resolutions, the National Assembly Chairman clearly stated the spirit of resolving all issues, not leaving unfinished work for the next National Assembly.

The session was not organized in two sessions, but met continuously, taking advantage of working at night, on Saturdays and Sundays to complete the proposed program early, creating conditions for agencies and localities to summarize the year, complete the contents of the end of the term and preparatory work, towards the 14th National Congress of the Party, the election of deputies to the 16th National Assembly and People's Council deputies at all levels for the 2026 - 2031 term.

In preparation for the Conference, the National Assembly Standing Committee has directed National Assembly agencies to urge and coordinate with drafting agencies to speed up the completion of contents in their assigned fields to ensure progress in submission to the National Assembly.

The National Assembly Chairman believes that with the careful preparation of relevant agencies and the enthusiastic, intellectual and highly responsible contributions of the delegates, the 8th Conference of full-time National Assembly deputies, which is also the last full-time Conference of the 15th tenure, will be a great success, making an important contribution to the outstanding mark of the legislative activities of the 15th National Assembly.
