Dredging completed in August
On July 7, the Hanoi People's Committee held a meeting to listen to reports from units on the renovation, beautification, and environmental sanitation work on both sides of the To Lich River and the addition of water to the To Lich River.

At the meeting, Mr. Nguyen Phi Thuong, Director of Hanoi Department of Construction, said that up to now, the unit has completed phase 2 of dredging mud from the riverbed (from Hoang Quoc Viet Street to Khuong Dinh Bridge) with a route length of about 7km, volume of about 49,914m3 .
It is expected that in August 2025, phase 2 (from Khuong Dinh bridge to Long Quang pagoda) with a length of 5km and a volume of about 11,800m3 will be completed.
Regarding the connection of the remaining 63 spillways along the To Lich River (adding the collection of spillways from Hoang Quoc Viet to the dam), up to now, the connection of 19/63 gates has been completed, expected to be completed in July 2025, to carry out the renovation in August 2025.
The remaining spillways from the dam area to the end of To Lich River (the junction of To Lich and Nhue Rivers) on the right bank of To Lich River have about 10 spillways, the left bank of Kim Nguu River downstream have about 63 spillways, the Project Management Board is studying and proposing a separate project for Yen Xa.

Regarding the beautification and environmental sanitation of both sides of the river, the Department of Construction has directed the Hanoi City Technical Infrastructure Management Center and contractors to regularly and continuously maintain ornamental plants, trees, and grass on Lang Street and along the banks of To Lich River, ensuring the prescribed frequency.
Regarding the water supply to To Lich River, in the short term, water from the West Lake Wastewater Treatment Plant will be used; in the long term, the Department of Construction is coordinating with a consulting unit to study a plan to take water from the Red River.
Take water from West Lake to supplement To Lich River
Concluding the meeting, Vice Chairman of Hanoi People's Committee Nguyen Trong Dong and Vice Chairman of Hanoi People's Committee Duong Duc Tuan both gave instructions requiring that from now until August 30, the wards along both banks of To Lich River must complete all renovation and beautification work on both sides of the river such as paving sidewalks, making railings, planting trees and grass.
As soon as the construction of the spillway is completed, clean up and restore the site to a clean and beautiful state.
Vice Chairman of Hanoi People's Committee Nguyen Trong Dong also requested wards along the two river banks to step up propaganda to encourage people to maintain hygiene and put garbage in the right place.
The Department of Agriculture and Environment will soon deploy trash bins along both sides of the river, contributing to maintaining environmental hygiene in the city.

Regarding water supply for To Lich River, water intake from West Lake must be studied, ensuring sufficient capacity, carefully analyzing water samples, and evaluating to not change the hydrological environment of the water.
Along with that, coordinating the dam in the downstream area of Yen Xa Wastewater Treatment Plant, creating an additional water source for To Lich River.
Regarding the major policy, taking water from the Red River to supplement both West Lake and To Lich River needs to be controlled and evaluated very closely in terms of total investment, component costs, exploitation and operation, and maintenance costs.
In particular, when adding water to West Lake, it is necessary to strictly control hydrological environmental conditions so as not to affect the lake's ecological environment.
